Assistant Director Aviation Compliance and Assurance Australian Antarctic DivisionKingston, TAS Work as part of a motivated and professional aviation team delivering aviation services in Antarctica. Assure safe aviation operations in Antarctica by overseeing compliance and assurance to regulations, Standard Operating Procedures (SOPs) and Basic Aviation Risk Standard (BARS). Manage external aviation service provider contracts, budgets and invoicing. Salary: EL 1 - $120,290 - $129,379 per annum plus superannuation Who we are The Australian Antarctic Division (AAD) is part of the Commonwealth Department of Climate Change, Energy, the Environment and Water. As primary agency for Australia's Antarctic Program (AAP), the AAD is responsible for achieving the Australian Government's Antarctic goals. These goals are to: maintain the Antarctic Treaty System and enhance Australia's influence within it protect the Antarctic environment understand the role of Antarctica in the global climate system undertake scientific work of practical, economic and national significance. The AAD also has responsibility for administering the Australian Antarctic Territory and the Territory of Heard Island and McDonald Islands. The Operations and Logistics Branch oversees our operations in Antarctica – supporting people in our year-round research stations and remote field bases. The branch oversees air and sea transport (and the contracts to manage Australia’s icebreaker, the RSV Nuyina and Aviation capabilities) to transport expeditioners south and enable them to travel around Antarctica. We have staff with diverse skills, located primarily in Tasmania, in Antarctica and on Macquarie Island. The Aviation Section is a key element of the branch and is responsible for the coordination, management and operational support of Antarctic and sub-Antarctic aviation services. The Job The Assistant Director (EL1) Aviation Compliance and Assurance reports to the Director Aviation (EL2) and forms an integral element of the AAD’s Aviation Section within the wider Operations and Logistics Branch. The role will be responsible for compliance and assurance of all elements of Antarctic Aviation. The position will provide expert aviation advice to stakeholders relating to CASA and departmental regulations, compliance with BARS, compliance with SOPs, aviation auditing, aviation contract management, aviation budget and invoice management, environmental compliance, WHS compliance and the assurance of safe aviation operations on the ground, ship and whilst airborne in Antarctica and sub-Antarctica. The position will be required to work in a dynamic environment with a multi-disciplined team. The role requires good communication skills both written and verbal, time management skills and complex problem solving. Key duties will include, but are not limited to: Manage the aviation compliance and assurance within the Aviation Section of the Operations and Logistics Branch Manage direct reports in the aviation compliance and assurance stream Support the Director Aviation in developing and managing key strategic relationships with a broad range of internal and external aviation stakeholders to ensure Department objectives are met Ensure timely and detailed aviation audit planning and reporting Ensure timely and detailed aviation input to Initial Environmental Evaluation (IEE), Environmental Management Plans (EMPs) and reports to enable continued aviation operations in Antarctica Manage current and future aviation contracts with suppliers Ensure timely review and payment of invoices against aviation budget In conjunction with the other Aviation section leads (EL1), develop and facilitate the implementation of AAD aviation policy and procedures e.g. aerodrome manuals, Standard Operating Procedures (SOPs), aviation operations manual and associated documentation. Contribute to the development and management of technical and corporate expertise (including relevant SOPs) in the areas of Antarctic aviation compliance and assurance. Engage with internal/external stakeholders and contractors to develop and maintain the necessary compliance and assurance framework to ensure safe aviation operations in the AAP Liaise with Workplace Health Safety (WHS) and Environmental sections regarding incident and accident reporting via SIRUS and IHIS Ensure Aviation risks are identified, and managed as part of the assurance process. Maintain an active awareness of contemporary and evolving developments in the field of commercial and Antarctic aviation, including airport operations, passenger and cargo aircraft operations, specialist literature, journals and the work of other National Antarctic Programs What we are looking for Knowledge and experience A demonstrated understanding of aviation legislation (domestic and international and how this is implemented in Antarctic operations) so as to ensure that safety and management of aviation risk is always the first priority. Extensive understanding of current and emerging Antarctic aviation operations, including other national Antarctic programs A contemporary understanding of rotary and fixed wing operations including ground support requirements to assure compliance against CASA, BARS and Departmental regulations Demonstrated ability to develop long-term audit plans across multiple Antarctic seasons to assure compliance and safe operations. Experience in managing budgets Experience in managing aviation contracts A sound knowledge of contemporary workplace health and safety practices, including a demonstrated commitment to developing and maintaining a strong safety culture Skills and capabilities Demonstrated commitment to developing and maintaining a strong safety culture, including a sound knowledge of contemporary workplace health and safety practices Demonstrated ability to develop, manage and maintain technical and corporate capabilities in the areas of aviation compliance. The ability to lead a high performing team within an operationally focussed and high-tempo environment, including effective personnel management and conflict resolution. Demonstrated effective and contemporary risk management practices. Please note that the successful applicant will be required to travel to the Antarctic and sub-Antarctic regions therefore they will be expected to meet specific medical, adaptability and personal qualities requirements appropriate to working in those environments. They will need to: Demonstrate the range of personal qualities and interpersonal skills necessary to perform as a successful team member within isolated Antarctic and sub-Antarctic environments Demonstrate an ability to effectively adapt and respond to the demands of living and working in an isolated and confined environment as determined by a psychological (adaptability) assessment Be certified as fit for Antarctic service by the AAD’s Polar Medicine Unit. Desirable qualifications A qualification from an Australian tertiary institution within a relevant field (i.e. aviation, risk management disciplines, lead auditor, quality or project management) or demonstrated equivalent experience. EligibilityCitizenship - To be eligible for employment with the Department of Climate Change, Energy, the Environment and Water you must be an Australian citizen.Security Clearance - This position requires a Negative Vetting Level 1 security clearance. You will be required to obtain and maintain a clearance at this level.Pre-employment Check - Your suitability for employment will be assessed through a pre-employment screening process.
