About Triple Zero Victoria Triple Zero Victoria (TZV) provides the critical link between the Victorian community and the state’s emergency services agencies. It provides Victoria’s 24-hour emergency call-taking and dispatch services for Police, Fire, Ambulance and VICSES. This integration of emergency services communications within Triple Zero Victoria is unique in Australia and rare worldwide. About the Role The Payroll Manager plays a key and active role within the People and Culture department. This position is responsible for overseeing the payroll function, ensuring that all employees are paid in compliance with Australian laws, registered Enterprise Agreements, TZV policies, and any other formal remuneration conditions. The Payroll Manager will lead the payroll team, fostering a high-performance culture, and provide both operational and strategic expertise across payroll operations, remuneration, complex payroll issues, and employee benefits. This role requires developing strong relationships with key internal stakeholders and making a significant contribution to enhancing the overall people experience at TZV. Day to day responsibilities include: Govern the end-to-end payroll process, ensuring accurate, timely payments and compliance with relevant legislation, Enterprise Agreements, and TZV policies. Build and lead a high-performing payroll team, fostering capability, morale, and performance, while providing ongoing training and mentorship. Advise the Executive Leadership Team (ELT), managers, and projects on complex payroll matters, benefits, compensation, and compliance, as well as strategic guidance on payroll systems and processes. Continuously improve payroll administration, processing functions, and system utilization, ensuring effective and efficient operations. Review and recommend enhancements to TZV’s benefits packages, ensuring alignment with policies and increasing adoption where appropriate, while maintaining compliance with Executive Remuneration Policies and relevant legislation. About You The successful applicant for this role will demonstrate the following skills and experience: Tertiary qualification in Payroll Management or related discipline, with considerable experience managing a payroll team and end-to-end payroll functions, preferably in a large, complex or multi-site environment. Strong leadership skills with proven experience in leading and developing high-performing teams, including the ability to autonomously handle a variety of payroll tasks. Extensive experience using ADP Payforce and managing a rostered workforce, with a deep understanding of payroll fundamentals, Enterprise Agreements, and relevant employment legislation. Strong interpersonal and communication skills with the ability to engage and influence a wide range of stakeholders, and a demonstrated ability to work under pressure in dynamic environments. High levels of integrity, discretion, resilience, and a positive, outcome-focused attitude, with the ability to meet deadlines while maintaining accuracy.
