Within the Civil Maritime Capability Division (CMCD), the Civil Maritime Acquisition Branch (CMAB) is responsible for the development, acquisition and transition into service of capabilities required to deliver patrol, response and surveillance effects in support of Civil Maritime operations. CMAB works closely with Civil Maritime Sustainment Branch to ensure that capabilities being delivered are fit for purpose and are transitioned effectively. The Safety Development and Delivery Section oversees the Civil Maritime Capability safety development function, encompassing capability needs definition, requirements analysis, acquisition, sustainment, efficient usage and preparation for future challenges. The team also provides safety system planning and support to the CMAB and wider Division. The section oversees a range of corporate governance, safety committee briefings and capability development activities for CMAB, across a range of response and maritime vessel capabilities. This includes providing strategic direction on safety issues, management processes and engagement across a range of stakeholders. Our ideal candidate The EL1 Assistant Director Civil Maritime Safety Planning assists in the integration of the safety function and the Divisions Capability Plan, and oversees corporate governance and safety committee briefings for CMAB. The Safety Development and Delivery team informs and guides actions to ensure the ABF have the abilities to meet safety objectives and mandatory requirements across the civil maritime domain. They will supervise policy officers and capability analysts allocated to the team as required. Our ideal candidate will be a self-motivated effective communicator, with the ability to build professional, productive relationships with internal and external stakeholders. They will have a good understanding of marine and aviation safety principles and methodology, and have experience with the relevant legislation applicable to the aviation and marine environment. Duties and responsibilities Assist with the development of business plans, forward work plans and associated risk treatment strategies Initiate, build and maintain strong relationships with key stakeholders both within the Department and across other government agencies Manage projects using contemporary project management methodologies and tools Draft and develop complex policy documents within a range of legislative and administrative frameworks Assist the team in aligning ABF marine activities with government directives, safety regulations and the Civil Maritime Capability Plan Monitor, and where feasible, influence alignment of capability planning, operational effects and strategic priorities with safety regulations and directives. Additional information Mandatory Qualifications An understanding of safety management systems and frameworks as they apply to the civil maritime and aviation sectors. Desirable Experience and/or formal qualifications in capability management, finance, project management, risk management, safety management, and quality management related disciplines in the public and/or private sector will be highly valued.
