Who we are Join Environment Information Australia (EIA) in the Department of Climate Change, Energy, the Environment and Water producing key environmental information on our natural assets and championing the use of a range of data and information in decision-making to protect Australia’s natural environment, now and into the future. The Environmental Data and Analysis Branch (EDAB) within EIA assembles, manages and analyses environmental data to provide a wide range of services and products to the department. The Biodiversity Information Section is building and managing the Biodiversity Data Repository (BDR), a new national database and collection of applications that aims to provide up-to-date, harmonised, biodiversity data for a range of purposes within DCCEEW and elsewhere. We are seeking to recruit an individual to fulfil a position that will contribute to align the divisions investment, our staff, and projects, with EIA's overall strategic objectives. The Job Duties will include: Provide leadership for, and build the capacity of team technical staff and contractors. Plan for and allocate technical staff capacity. Be responsible for the day-to-day and long-term technical operation of the BDR systems. Work with departmental, inter-departmental and vendor IT to support and expand operational capability and interactions with other systems. Work with DCCEEW staff and stakeholders to plan for future operations and data expansions. Lead the response to technical challenges in system operations and expansion. Support the analysis and use of linked semantic data through technical means, such as software engineering, programming and data structure design. Inform the continued development of the ABIS standard from a technical and operational point of view, including alignment and/or use of global biodiversity data standards. Provide engineering advice to partner organisations to assist them with generating and using ABIS data. Knowledge and Experience Experience with IT/programming team leadership. 5+ years in a data systems management and development roles. Expertise in cloud computing. Personal, hands-on with web API development. Personal, hands-on with graph database development. Personal, hands-on experience with RDF data structures, tools and storage systems. Skills and Capabilities Ability to lead a small technical team and departmental and vendor IT staff in the operations and development of a highly available, enterprise Resource Description Framework (RDF) data system and custom applications. Ability to build and maintain relationships with technical and non-technical staff and stakeholders at partner organisations. Deep technical knowledge of the operations of cloud-based RDF databases, web APIs and data transfer & translation systems and the ability to use that knowledge to build, troubleshoot and fix cloud-based RDF databases. Ability to plan for and implement data model and indexing changes to allow for growth in data volumes and scope. A high level of understanding of Semantic Web data models, Linked Data methods and technologies, and Knowledge Graph operations. Familiarity with Australian environmental data systems and practices. Desirable Qualifications: Tertiary or industry recognised qualifications in Information Technology, Software or Computer Engineering or similar.
