Branch Manager, Whole-of-Government Contract Negotiations $220,448 to $282,928 – plus 15.4% superannuation The Branch Manager for the Whole-of-Government Negotiations Branch sits within the Digital Investment Advice and Sourcing Division and is responsible for leading the negotiation and establishment of whole-of-government contracting arrangements. The role supports the DTA Executive Board and the Division’s General Manager in the leadership and direction setting of the DTA particularly related to digital and ICT sourcing. The Division manages a number of whole-of-government digital and ICT contracting arrangements and panels, including major contracts with Microsoft, Amazon Web Services, IBM, Oracle, and SAP. These arrangements generally support all Commonwealth entities and their users (in-excess of 100 entities and 350,000 users). A key priority for the role is to lead the establishment of new contracting arrangements with a whole-of-government strategic focus, including identifying needs, reviewing existing arrangements, scanning the market for trends and developments, and executing new contracts with major sellers. The key duties of the position include: Lead and manage a diverse team of procurement, legal, contract negotiation and technical professionals. Lead and manage the establishment of whole-of-government digital and ICT procurement and contracting arrangements including: Establishing and managing appropriate governance arrangements. Working closely with stakeholders to manage commercial risks and returns during contract negotiations. Engaging and working with external legal counsel as appropriate to ensure risks and opportunities are identified and mitigated. Build and leverage relationships across the Australian Public Service, and with State and Territory counterparts, to drive whole-of government value for money outcomes. Undertake research and analysis to identify digital and ICT sourcing solutions, as well as identifying implementation risks and impacts, to inform advice to the Executive Board and Minister. Prepare and contribute to the development of Government documentation and advice, such as Cabinet submissions, briefings, and discussion papers. Prepare Ministerial and Parliamentary correspondence and responses to enquiries. Lead engagement across the DTA to make connections and inform external stakeholders on issues relating to digital and ICT sourcing. Represent the DTA at a variety of external forums and committees. A merit pool may be established and used to fill future ongoing and non-ongoing vacancies that arise in the Whole-of-Government Contract Negotiations or the Digital Sourcing Branch within the next 18 months consistent with Section 25 of the Australian Public Service Commissioner’s Directions 2022 .
