The College is in Cranbourne East, approximately 55 kilometers south-east from Melbourne CBD. As a Public Private Partnership school, we continue to experience rapid enrolment growth, with a year 7-12 enrolment exceeding 2150 students in 2024, an almost 10% increase on 2023. The Cranbourne East community and cohort is very multicultural, with a significant number of students born overseas and coming from language backgrounds other than English. Students from refugee backgrounds make up approximately 9.7% of the entire cohort and 1% of students are indigenous. The 2024 SFOE index is 0.4551. The College currently has the equivalent of 173 full time staff, including a Principal, seven Assistant Principals, 11 Learning Specialists, 21 Leading Teachers, EFT 156.1 teaching staff, and 56.6 Education Support staff. Selection Criteria SC1 Demonstrated high level experience in financial management, organisational and resources management with a proven capacity to support the Principal and leadership team through the timely and accurate management of these functions and financial reporting to School Council and Finance Sub-Committee. SC2 Proven ability to show initiative and leadership as part of an effective and cohesive team in a complex work environment to ensure a continuous and efficient operation of the college. A demonstrated capacity to monitor and manage staff performance including overseeing the education support staff annual performance reviews and development planning. SC3 Demonstrated high level written and verbal communication abilities, along with advanced interpersonal skills that include a capacity to develop constructive relationships with staff, students, and parents, along with the capability to build strong relationships with the community and business partners. SC4 Demonstrated high level competency and understanding of Department of Education and Training software systems including CASES21, Recruitment Online, eduPay, and the associated internal controls, policy, procedures, guidelines, and employment conditions relevant to school-based staff. SC5 Demonstrated capacity to provide high level organisational, interpersonal and management skills as well as excellent interpersonal and communication skills necessary to support a busy high performance school setting and its business practices including leadership of the office administration team. SC6 Capacity to monitor and maintain the Student Resource Package (SRP) and associated online planner, provide high level advice to the College Leadership Team on Finance, Human Resources, and Workforce Planning matters and the ability to maintain and monitor the annual program budget. Role An education support class position at level 2 will have a primary responsibility for the management of significant areas or functions within the school to support the educational services being provided to students. In exercising the responsibility an education support class position at level 2 will have the authority to make all significant decisions relating to the program, budget, and staff relating to their area of designated responsibility within the framework of the school's strategic plan, policies, and budget but must not include duties of teaching as defined in clause 2.6.1 of the Education and Training Reform Act 2006 (Vic) or its successor. Supervision of students cannot be required except where it is an integral part of the employee's position or involves supervision of students individually or in small groups, in controlled circumstances, where the responsibility for students remains clearly with a teacher. An education support class position at level 2 will contribute to the overall management of the school through involvement in policy formulation and decision making. Responsibilities As a member of the College Leadership Team, the successful applicant will be responsible for the management of the following: Leadership Strategic planning with a focus on enhancing the school's financial position including reporting to College Council and all sub-committees. Program budgeting process including the preparation of the annual budget. Manage the delivery of administrative functions, human resources, financial services and building services within the school. Employ "Best Practice" and ensure proper financial practices and internal controls are maintained at all times in line with Department of Education and Training regulations. Participate in the development and implementation of the school annual improvement plan. Weekly meeting with the Principal and delegates. Principal nominee on Consultative Committee. Finance Manage all financial systems and policies within the College. Manage and direct the preparation of annual budgets and regular financial statements and contribute to the financial decision making of the school. Prepare funding submissions for the leadership team and school council. Direct the accounting processes of the school and ensure that all funds, including school investments, are effectively accounted for according to Treasury regulations. Provide advice to staff on spending against budget in respect to faculties, programs and other school projects. Administer government grants and other school income. Manage fundraising activities. Determine and manage the work priorities of the finance support staff. Update and amend and improve financial procedures and processes as needed or to accommodate different systems, software our audit requirements. Monitor compliance with internal controls of the Department and audit, tax and GST compliance. Undertake a range of financial research tasks and investigations as required. Manage the schools ordering process and procedures. General Administration Ensure the provision of a range of administrative support functions for the Principal and teaching staff. Ensure an efficient workflow across the administration offices of the school. Manage the design and production of school publications and documents. Provide administrative support to external service providers as required. Manage the processing of student admissions, registrations, enrolments and transfers. Provide required level of administrative support for school events, functions and projects. Implement induction programs for new staff, volunteers and other workers to the school. Manage College archiving of files. Human Resources Conduct regular team meetings and actively support educational support staff to reflect upon and improve their professional practice. Participate in the implementation and further development of the school's workforce plan and provide authoritative advice on recruitment policy and procedures for all school operations and services. Manage the work practices, priorities, performance and development of education support staff. Research, plan and prepare development programs for support staff. Manage recruitment procedures, and or oversee delegated duties in conjunction with the AP - Staffing. Provide authoritative advice to the leadership team on support structures and work practices. Assist in the development of work practices that ensure appropriate occupational health and safety standards are maintained. Manage procedures relating to employee relations issues. Assist in the development of human resource planning. Manage School Resources Participate in the planning and implementation of proposed College building projects. Coordinate the use and maintenance of school buildings and equipment. Liaise and negotiate with service providers in respect to the cost and quality of services. Supervise the delivery of contracted services. Manage the schools leasing and rental contracts. Manage the development and collection of resource material at the school. Review the colleges insurance cover and annual renewal. Analyse and cost proposed fundraising, camps, excursions and activities. Draft reports and make recommendations on operational issues. Evaluate and report on the operational efficiency of computer systems in production, making recommendations for improvement where appropriate. Develop techniques and procedures that will affect work practices beyond the workplace. Manage a technical program with a broad scope across the school. Attend School Council, Finance and sub-committee meetings as minute taker. Ensure the agenda for School Council is sent out prior to the meeting and minutes are distributed in a timely manner. Provide administrative support for School Council and sub-committees including being responsible for the meeting agendas, correspondence in and out, and the efficient upkeep and maintenance of relevant records.
