Job Description - Contracts Administrator (Pre-Contracts Specialist) (262868) UGL is seeking an experienced Contracts Administrator (Pre-Contracts Specialist) to join our Perth team to support multiple projects across the Resources & Energy West Division. This is a full-time permanent position, working a Monday – Friday roster. As the Contracts Administrator (Pre-Contracts Specialist) , you will play a crucial role in ensuring the successful conversion of tender opportunities into delivery phase projects. You will be responsible for supporting the upstream tender process which includes (but is not limited to) conducting contract risk assessments, processing financial bonding requests, compiling insurance coverage reviews, developing tender clarifications, negotiating contracts, and managing delegation of authority workflows. Key Responsibilities: Pre-Contracts Management : Support the upstream tender process by conducting preliminary commercial evaluation of tenders from Clients in collaboration with Legal Counsel, and appraise project risks and opportunities in consultation with bid managers and the wider tender team. Contract Reviews : Review terms and conditions of contracts in line with market standard positions and internal policy limits, ensure insurance provisions are aligned with policy requirements, manage financial bonding requests, and process appropriate parent company guarantees. Tender Phase Agreements : Engage in the establishment of strategic tender teaming agreements, tender service agreements, memorandums of understanding, and joint venture agreements / consortium frameworks applicable to the corresponding tender prospect. Delegation of Authority Workflows : Develop commercial business cases to secure appropriate approvals to align or deviate from internal policy positions that enable the tender team to present competitive and robust first instance tender submissions. Negotiating terms and conditions : Engage in direct negotiations (by way of written and face-to-face negotiations) on contractual and commercial terms with Client focal points to facilitate agile solution-oriented outcomes. Agreements Preparation : Performing page turn reviews, general drafting, and organization of formal execution of upstream contracts. Project Handover : Develop contract administration guides (including rights and obligations guides and proforma notice templates) and process maps for contract handover to the relevant project delivery teams. Qualifications & Experience: Tertiary qualification in Business, Law, or related field (or equivalent industry experience). Proven experience in contracts administration within the Australian construction or engineering sectors (preferably in brownfield projects ) with a focus on upstream tendering. Strong commercial acumen and understanding of contract law and procurement processes. Exceptional negotiation and communication skills (written and verbal), with a focus on stakeholder management. Proficiency in liaising with, and presenting to, Legal Counsel and Executive Senior Leadership members. Commitment to compliance and ethical standards.
