Defence Investments Branch Policy Officer / Commercial Analyst The Defence Investments Branch (DIB) presents an exciting opportunity to be part of a team at the forefront of shaping policy, commercial and financial advice to the Australian Government on complex defence related investments, transactions and programs. DIB offers the opportunity to develop a unique skill set highly valued across Government. DIB provides influential policy and commercial advice in relation to nationally significant Defence related investments by the Commonwealth, as well as centrally managing the Commonwealth's shareholdings in its Defence related Government Business Enterprises (GBEs). The work of the Branch includes: Supporting the Nuclear-Powered Submarine (NPS) Enterprise, including providing advice to Government on decisions relating to the Enterprise’s capability and supporting enablers; assessing costs and risks associated with investments; analysing expenditure and policy issues relating to the Enterprise; providing advice on and managing the program’s interaction with Government Business Enterprises and commercial entities; and supporting the establishment of commercial arrangements and infrastructure that support the delivery of the NPS program. Advising the Government, including the Finance Minister, Cabinet and Government agencies on other significant Defence related commercial and policy issues, including on the AUKUS trilateral partnership, the financing and delivery of major Defence related GBE-led projects and initiatives and other commercial, funding and financing solutions. Delivering complex commercial negotiations and advice, including funding and financing arrangements, major procurements and asset sales to achieve the Australian Government’s strategic objectives. Shareholder oversight for the Commonwealth's Defence related GBEs: ASC Pty Ltd, Australian Naval Infrastructure Pty Ltd and Defence Housing Australia, and oversight of the Commonwealth’s shareholding in CEA Technologies. This includes advising on the optimal arrangements and effective management of these assets; the development and delivery of GBEs’ strategic Corporate Plans; briefing Government on annual reports, quarterly results and Board appointments. Successful candidates will receive professional development opportunities via our partnerships with the University of New South Wales and the Australian Government Solicitor. These partnerships deliver a series of courses, including Finance Analysis I, Financial Analysis II, Financial Analysis III and GBE Legal and Governance Training, to enable staff to seamlessly transition to the work of DIB and to network with colleagues within Commercial Investments Division and other professionals from across the Public Service. Successful candidates could commence on a Baseline Vetting clearance. However, there may be a requirement for an upgrade to Negative Vetting 1 clearance. The roles cannot be performed remotely on a full-time basis. ABOUT THE OPPORTUNITY We are seeking to immediately fill a range of roles at the APS5 and APS6 levels across the Branch and are happy to work with successful candidates to find a role in the Branch that best suits their skills, capabilities and interests. We are looking for people with a mix of public policy, commercial, financial, legal and/or project management skills. The ability to work collaboratively as part of a multi-disciplinary team to provide influential advice to the Government and achieve win-win outcomes is highly desirable. It is important that our staff support the development of whole-of-government investment policies and we deliver programs in support of the Division and the broader Department's strategic priorities. Responsibilities may include: Drafting high quality and timely briefs and correspondence for the Minister for Finance, including on strategic policy, project delivery and commercial transaction matters. Working closely and collaboratively with stakeholders, including the Department of Defence, the Australian Submarine Agency, GBEs, central agencies and the Commonwealth’s advisers. Monitoring media and industry developments relevant to specific transactions/projects and GBEs. Preparing submissions for Cabinet consideration relating to GBE projects. Procuring and managing advisers on specific projects, as required. Providing the Minister for Finance’s Office with up-to-date Question Time Briefs during the Parliamentary Sitting period. Preparing briefings for Senior Executive Staff for regular meetings with senior staff at GBEs and/or Shareholder Departments. Financial analysis of GBEs’ annual reports, quarterly reports and corporate plans. Assisting with GBEs’ input for Budget and other economic updates. Detailed analysis of business cases developed by GBEs for new projects and commercial opportunities. Providing financial analysis to support transaction negotiations. ELIGIBILITY ADVICE & CANDIDATE NOTES Under section 22(8) of the Public Service Act 1999 , employees must be Australian citizens to be employed in the Australian Public Service (APS) unless the Agency Head has agreed otherwise, in writing. Successful applicants will be required to undergo the process to obtain and maintain, or continue to hold the required security clearance level for the role as indicated in the downloadable job pack. All Finance staff are required to have a minimum baseline security clearance prior to commencement. This role is being advertised as both ongoing and non-ongoing. Roles may be offered as either ongoing or non-ongoing subject to operational requirements. Where a non-ongoing position is offered, the role will be filled for a specified term of up to 12 months. Specified term vacancies may be extended up to a maximum period of 18 months.
