Director, Commissioning, Procurement and Contracts The Director of Commissioning, Procurement, and Contracts is responsible for leading the strategic direction and management of sector-wide commissioning, contract management, and procurement for the Department for Child Protection in South Australia. This role develops and implements effective procurement planning, sourcing, and contract management to align with the department’s strategic priorities, while adhering to legislation and industry best practices. The position also ensures the provision of appropriate financial and commercially sound advice across sector-wide areas of accountability. Key Responsibilities The Director of Commissioning, Procurement, and Contracts will lead the strategic delivery of procurement, commissioning, and contract services to enhance value for clients, stakeholders, and NGO partners. This includes designing and implementing procurement strategies, managing risk analysis, and providing strategic advice to senior leadership. The role also involves developing and enforcing procurement policies to standardise practices, improve efficiency, and ensure high standards of procurement reform and governance within the department. The position requires a proactive approach to customer engagement, addressing compliance issues, and developing innovative solutions that align with the department’s strategic objectives. The Director will lead the resolution of complex procurement issues and ensure that strategies and policies are informed by current market trends, risk management practices, and best practices. Additionally, they will maintain strong relationships with Aboriginal Community Controlled Organisations (ACCOs) to design culturally appropriate programs that support Aboriginal communities. Further responsibilities include overseeing the management of critical commercial, operational, and financial risks, while promoting innovation and minimising negative impacts. The Director will manage resources, monitor team performance to achieve required outcomes, and ensure a professional and safe work environment, in line with legislative and policy requirements. They will also cultivate collaborative relationships across the department and government to support procurement and contracting success. Essential Skills and Expertise Strong leadership and management skills, with the ability to guide multi-disciplinary teams to deliver high-quality results on time. Proven ability to analyse problems, develop solutions, and negotiate successful outcomes in a resourceful and innovative manner. Success in policy formation, business reform, and change management in large organisations. Deep knowledge of procurement excellence and the ability to apply relevant government frameworks, legislation, and policies, including the Treasurer’s Instructions. Experience in providing strategic advice and influencing procurement and contract management decisions. Extensive experience in leading procurement functions, delivering best practices in procurement and contract management. Strong financial management and budgeting experience in complex organisations, driving best practices. Proven expertise in contract negotiations and reform. Ability to build strong partnerships with Aboriginal Communities and engage effectively with Aboriginal Community Controlled Organisations. Highly developed interpersonal and negotiation skills, with a track record of achieving results through collaboration and influence.
