Job Description

Position DescriptionDuties This position is that of a General Engineer assigned to the Surface Weapons Technical Representative (TECHREP), Tucson, AZ. This position provides direct support to Program Executive Office/Integrated Warfare Systems (PEO/IWS). Candidate is an engineer with extensive missile development and acquisition experience, acting in support to the STANDARD Missile (SM) International Lead, as a technical authority and subject matter expert across related engineering fields for all technical matters in development, qualification, integration and transition to production. This position is to provide technical and logistic support of all department efforts for International Foreign Military Sales (FMS) cases, involving STANDARD Missile. The position is recognized as the foremost expert on policy processes and procedures regarding SM for allied navies and FMS cases. The FMS country case projects are specialized in nature, relating to subject matter associated with SM systems. Requires direct interface with Raytheon Missiles & Defense (RMD), Foreign Country (Allied) navies and the IWS Program Offices in providing technical assessment, fact-finding and information reporting (written reports and presentations) throughout product life cycle. Duties may include the following: Support in the development and changes to the Surface Missile Processing Descriptions (SMPD) and provide official approval of technical changes and procedures. Support in the development and changes to the STANDARD Missile Processing Report (SMPR) and provide official approval of technical changes and additions. Provide assistance and advice in regards to planning, scheduling, installation, de-installation, and technical design upgrades of SM test equipment (including but not limited to GMTS MK 612 MOD 0/1/2/4/5/6, GMTS MK 698) at FMS Intermediate Level Maintenance Facilities (ILMF). Prepare Price and Availability (P&A) for future SM and test equipment buys for all interested FMS countries. Review Technical Operational Requirements (TOR) documentation used to ensure that the new/upgraded test systems and facility requirements for the installation, checkout, and integration of new systems of modifications of existing test equipment and/or software programs. Conduct periodic on-site visits to monitor and analyze missile and test equipment efficiency and report status to USN and FMS Program Managers. Provide logistical, acquisition, and financial support to FMS Customers supporting the SM programs. Assist with Transportation of SM Production missiles that require shipment overseas to procuring countries and support to test firings. Work with Prime contractor to generate shipment requests and submit Shipping Instruction Request (SIR) to DCMA for shipment of missiles. Serve as an on-site facility coordinator to ensure that all newly installed and upgraded test systems are accomplished on-time to satisfy the high reliability for fleet combat readiness while ensuring the effective, safe, and orderly build-up of SM. Attend, as necessary, SM domestic and FMS Program Management Reviews (PMR) to support the USN and allied navies, and attend, participate and present at the annual International STANDARD Missile Users Group (ISMUG). Review and recommend edits to Test Equipment Acceptance Test Procedures (ATP) and analysis of test results from the ATP runs. Review and recommend edits to the Technical Data Package (TDP).
