Health, Safety and Rail Safety Assurance Manager Terra Verde is a joint venture between Webuild, GS Engineering & Construction (E&C) Australia, and Bouygues Construction Australia. The joint venture combines experienced local personnel with global resources and expertise. Terra Verde is delivering nearly 10 kilometres of parallel tunnels between Glen Waverley and Box Hill, including 39 cross passages and two station boxes at Glen Waverley and Burwood in Melbourne’s eastern suburbs, as part of the Suburban Rail Loop Project. This is the largest infrastructure project in Victoria’s history, shaping Melbourne and Victoria for future generations. About the Role: As the Project Health, Safety and Rail Safety Assurance Manager, you will be responsible for developing, implementing and providing governance for all health and safety delivery aspects on the Suburban Rail Loop East – Tunnels North package for the Terra Verde Joint Venture as per Deed and Legislative requirements.This role will be based primarily at the Project Main Office in Burwood, however regular site travel across the Suburban Rail Loop East – Tunnels North package is required. Key Responsibilities: Develop, implement, and monitor Health, Safety, and Rail Safety Management Systems and Plans Plan and coordinate assurance requirements and safety initiatives Develop and maintain reporting dashboards Ensure compliance with project deliverables, risk management, and innovation commitments Analyse safety issues and provide practical solutions Conduct monitoring, auditing, and reporting activities Collaborate with stakeholders to align with ISO 45001:2018 and OFSC requirements Oversee safety performance reporting and attend senior management meetings Manage incident reporting, ensuring corrective actions are completed Lead internal audits and facilitate external safety audits What We’re Looking For: High flexibility with working arrangements – regular site travel across the Suburban Rail Loop East North Tunnelling package is required. Strong understanding of construction processes, rail safety, hazards, and risk assessment methodologies. Excellent communication and interpersonal skills to effectively engage with stakeholders at all levels. Ability to conduct comprehensive incident investigations and produce detailed reports with actionable recommendations. Qualifications and Experience: Tertiary qualification in Occupational Health and Safety, WHS, or related field A comprehensive understanding of OHS Legislation Proven experience implementing health and safety assurance programs and reporting on major construction Projects Experience working in Rail construction environment Experience working in tunnelling construction environment Experience working on Victoria’s Big Build projects (Desirable) Certificate 4 in Training and Assessment (Desirable) Skills and Attributes: A willingness to mentor and influence a team of WHS professionals, site-based teams and frontline supervisors Engagement and willing to contribute to a dynamic team Ability to work autonomously Strong client relationship management skills Why Join Us?
