Job Description

The Anindilyakwa Land Council (ALC) represents the Traditional Owners of the Groote Archipelago. The ALC is a ‘future-forward’ Land Council, directed by the 14 clans of the Groote Archipelago region, enabling the Anindilyakwa people to take full advantage of the opportunities and technology available in the 21st century, while simultaneously preserving land, language and culture. The ALC functions to ascertain and express the wishes and opinions of the Anindilyakwa people as to the management of the land and sea in the Groote archipelago region, protecting the interests of the Traditional Owners, assisting in the protection of sacred sites, assist the Anindilyakwa people in traditional land claims, negotiation with persons desiring to obtain an estate or interest in the land, assist Traditional Owners in carrying out commercial activity, and supervise and provide administrative and other assistance for Land Trusts holding Indigenous land in the Groote archipelago region. The vision of the ALC is to: Protect, maintain and promote Anindilyakwa culture; Invest in the present to build a self-sufficient future; Create pathways for youth to stand in both worlds. ALC is an independent statutory authority of the Commonwealth, subject to the Public Governance, Performance and Accountability Act 2013, described therein as a Corporate Commonwealth Entity and is currently a portfolio agency of Prime Minister and Cabinet. About the Position Reporting to the CEO, and working closely with both the CEO and ALC Chairperson, this position requires the Legal and Corporate Affairs Manager to be part of a close-knit and highly experienced team of professionals, delivering progressive and rapidly evolving agendas, which are the culmination of many years of careful planning and consultation. In a complex and challenging environment, this role will provide expert advice and guidance to the ALC in a number of areas including: providing a sophisticated understanding of the Aboriginal Land Rights (NT) Act 1976 (Cth), liaising with senior legal counsel, Ministers from state, territory and federal government and independent business and financial advisors that work closely with the ALC and associated entities; and will work with other ALC staff and NT Land Councils in various joint initiatives, including ABA reform in areas of major NT indigenous economic growth initiatives. Additionally, this role will provide high level of competence, professionalism and sophistication through executive administrative support to the CEO and Chairperson in interfacing with senior levels of the Australian Government, NT Government, public service and Ministerial Offices, including arranging meetings, agendas, and relevant documentations and speaking notes. The Legal and Corporate Affairs Manager will be required to bridge the worlds of highly traditional Aboriginal first language-speakers with their desired future to participate in the wider Australian and international economy through the realisation of the ALC’s vision and mission and will require the Legal and Corporate Affairs Manager to work at the cutting edge of Aboriginal affairs policy and the implementation of progressive reform. A genuine interest in and knowledge of the Aboriginal Land Rights (Northern Territory) Act 1976 (ALRA), Native Title Act (1993) and a desire to improve the on-the-ground outcomes for the Traditional Owners of the Groote Archipelago is essential for success in this role. This role is based in Darwin, with regular travel to the Groote Eylandt Archipelago for monthly board meetings and other locations including Cairns, Canberra, Alice Springs and Sydney as required. Key responsibilities Support the CEO, Chairperson and board in developing and executing the ALC’s strategies to achieve Aboriginal economic enterprise, infrastructure and critical cultural and community outcomes. Engage and negotiate with Commonwealth Government agencies, Northern Territory Government agencies, Groote Eylandt Mining Company, and Aboriginal corporations, councils and trusts to advance the interests of Traditional Owners. Manage project implementation and legal matters, including by instructing external legal counsel. Record accurate and detailed minutes of board meetings and distribute them in a timely manner. Support the CEO with a range of high-level executive and project support, including providing strategic advice and managing communications with counterparties, stakeholders and advisors. Coordinate and deliver on decisions made at board meetings. Represent the executive of the ALC at meetings. Supervise and delegate matters to colleagues where appropriate. Selection Criteria Degree in Legal, Public Relations, Communications, Political Science or a related field. A demonstrable understanding of the Aboriginal Land Rights (NT) Act 1976 (Cth) and Native Title Act (1993). Significant experience in corporate affairs, public relations or government relations. Previous experience working with senior legal counsel, Ministers within both the Australian and Territory Governments, as well as eminent independent business and financial advisors. Demonstrated application of a strong understanding of legislative and regulatory processes in a workplace setting. The ability to work independently as well as to bring to the team innovative, creative and progressive ideas to inform policies and direction. Exceptional interpersonal and communication skills, including an ability to develop and maintain effective relationships. Genuine desire to improve on-the-ground outcomes for the Traditional Owners of the Groote Archipelago. Excellent organisation and time management skills. The ability to maintain a high level of confidentiality when dealing with highly sensitive matters. Resilience to be flexible with working and travelling in a fast paced, changing environment.
