As the steward of the early childhood development system, the Office will act on the government's behalf and work in collaboration with the sector to organise and connect the system to reduce developmental vulnerability. This includes strategy for the provision of quality preschool for all 3 and 4-year-olds, supporting families in the first 1000 days of a child’s life. About the Role: The Manager, Program Management Office (PMO), is responsible for leading and managing the operation of the OECD Program Management Office, including leading and managing strategic reform planning. In this role, you will: Establish and lead the strategic planning process for determining the reform workplan for the Office. Manage the program management function, including overseeing reform and program-wide coordination. Lead the development and tracking of KPIs across the reform workplan, bringing an agile approach to program management. Design, lead and oversee program governance for the OECD that is responsive, focused on outcomes, actively manages risk, and provides clarity of responsibility and accountability. About You: With your extensive experience in delivering high-level strategic programs, you will bring a strong ability to navigate complex issues, identify interdependencies, and provide expert advice that drives impactful results. You’ll be able to achieve program excellence by embedding robust program management systems and governance frameworks that optimise efficiency and ensure measurable outcomes. With your exceptional communication skills, you will provide clear, strategic advice to diverse stakeholders, fostering collaboration and influencing decisions that shape program success. By leveraging your strategic engagement, you will build trusted relationships that will enable the PMO to deliver cohesive, high-performing reform programs that drive transformation and strategic impact within the early childhood education and care sector. To be successful in this role, you'll bring essential: Extensive experience in delivering high-level and complex strategic programs of work using contemporary program management approaches. Extensive experience leading the introduction, embedding and evolution of program management systems, structures and practices. Extensive knowledge of program governance, reporting and evaluation methodologies, and detailed knowledge of relevant government policies and procedures. Extensive experience in successfully and proactively building and maintaining strategic relationships to provide strategic advice, both internally and with stakeholders across government and non-government sectors. The incumbent will be required to undertake RRHAN –EC (Responding to Risks of Harm, Abuse and Neglect - Education Care) Facilitator Lead (Masterclass) extended course or the online (Fundamentals) course which will be required to be updated every three years.
