Canberra, ACT Ongoing / Non Ongoing (Non-ongoing will be offered for 12 months) Finance About the Branch The Corporate Branch is responsible for delivering enabling services that support the agency delivering on its purpose and to ensure the effective and efficient operation of the agency. The Branch facilitates the agency’s compliance with legislation as a non-corporate Commonwealth entity. The volume of legislation which informs this work is significant including the Public Governance, Performance and Accountability Act, Public Service Act, Work Health & Safety Act, Fair Work Act to name a few. In addition, there are numerous Rules, Instruments, policies and frameworks that build on legislation which is applicable to the agency. The Branch delivers services across numerous disciplines being strategic communications, human resources, finance, procurement, planning, performance, parliamentary services, facilities management, security and corporate communications. About the Section The Finance Section is led by the Chief Financial Officer, who reports directly to the Chief Operating Officer, Corporate Branch. The section collaborates with the business to manage internal and external budgetary requirements, deliver current and relevant financial information and advice to stakeholders, and provide products and services including budget management, financial statements, cost recovery management, external/internal reporting, accounts processing, treasury and procurement advice. The priorities of the section actively support the areas of focus in the agency’s Corporate Plan and the agency’s strategic objectives while delivering best practice financial administration. Role Responsibilities and Duties The Manager, Financial Reporting and Budgeting requires comprehensive knowledge of financial practices in the Commonwealth Government, and will : Lead and manage the Financial Reporting and External Budgeting functions of the Agency. Lead and manage a team with accountabilities for Financial Business Partnering within the Agency. Provide support to the CFO in respect of the Agency’s cost recovery, financial operations, procurement and costing teams. Partner with the agency executive to ensure operational excellence and a cohesive approach to financial management. Act in the capacity of Chief Financial Officer (in periods of absence) to ensure the Agency, its senior executives and the Finance section have continuity in financial leadership and management and decision-making. Key Accountabilities Lead and manage a team with accountability for the external and statutory reporting functions for the Agency including the financial statements process, the asset control framework, tax management and treasury functions. Lead and manage budget and forecasting processes for both internal and external business needs including the development of streamlined and effective principles and approaches for external and internal budget requirements. Lead the CER’s organisational capability in financial management functionality and outputs, through management and oversight of the associated framework. The candidate will have demonstrated ability in the provision of strategic advice to business, an ability to implement better practice methodologies, and to use their own skillset to provide associated tools, resources, and training for all stakeholders across the Agency. Develop and maintain financial policies, controls and standard operating procedures to ensure the Agency retains currency with all external rules, standards and frameworks and work effectively with internal and external stakeholders and other agencies on financial management and audit matters. Initiate, develop, maintain and strengthen mutually beneficial and productive working relationships with key stakeholders both internally and externally. Management of and reporting on special accounts and administered funding for complex programs. Qualifications / Experience Our ideal candidate will have relevant Commonwealth Government experience in financial management and budgeting. Candidates must have tertiary qualifications in accounting / commerce or a related field, with membership of either CPA Australia or Chartered Accountants Australia & New Zealand highly desirable. Key attributes for the position include : Experience in preparing, interpreting, analysing and presenting departmental and administered financial statements and periodic financial reports within an Australian Government Department or Agency. Demonstrated experience in the delivery of the Key Accountabilities of the role. Experience in leading and developing high performing teams, with evidence of collaboration that builds trust, and provides support for the development of emerging skills. Proven ability to interpret appropriate legislation and accounting standards, and to implement accounting and reporting reforms.
