JOB DESCRIPTION: This is an exciting time to be working for Bishop’s University. We have just embarked on a new five-year strategic planning cycle, and the IT Services (ITS) department is laying the foundation for the digital transformation of the University. The Manager, IT Operations & Cybersecurity role is an exciting opportunity to be a key member of Bishop’s ITS management team, helping the University to adopt new technologies and evolve the campus’ digital backbone. Reporting to the Chief Information Officer, the incumbent will manage the University’s day-to-day IT operations and cybersecurity functions. The University’s technology infrastructure includes a high-speed fibre-optic network, a campus-wide wireless network, Internet connectivity, telephony services, application and storage servers, and the University’s shared communication and collaboration services (e.g., MS-Office, Teams, e-mail). TASKS AND RESPONSIBILITIES : In your first six months as Manager, IT Operations & Cybersecurity you will: Lead the implementation of a campus-wide, next-generation Wi-Fi infrastructure and the modernization of our campus telephone system; Oversee the completion of the network infrastructure project for Kwigw8mna, which means “our (and everyone’s) house” in the Abenaki language, our new home for Indigenous students, faculty and for the Bishop’s community at large. Plan the Infrastructure & Cybersecurity budget for the 2024-25 fiscal year, which begins in May. Supervise the delivery of outstanding branch goals and objectives for 2024-25. Day-to-Day Responsibilities: IT Infrastructure Develops, plans, and manages the annual IT Operations & Cybersecurity budget; Oversees IT operations, ensuring projects are delivered on time, within budget, and to a high standard. Manages daily branch operations, optimizing efficiency and service delivery. Prioritizes and assigns service requests, ensuring timely resolution and quality support. Identifies and manages operational risks, managing contracts, tenders, and Service-level agreements. Aligns IT services with organizational needs through cross-department collaboration. Leads, motivates, and mentors a high-performing IT team. Cybersecurity Oversees all aspects of operational cybersecurity, including data protection, network security, breach investigations, compliance, and participation in government cybersecurity initiatives. Leads security assessments and audits, proactively addressing emerging threats. Coordinates vulnerability testing to enhance system integrity and availability. Other duties Manages incident response and disaster recovery efforts. Monitors infrastructure and cybersecurity trends and best practices, fostering strong partnerships with vendors and stakeholders. Contributes to ITS policy development. Represents the ITS department on internal and external committees and governing bodies. REQUIRED SKILLS : Bachelor’s Degree in Computer Science, Information Technology, or a related field. Minimum 5 years’ IT management experience. Excellent leadership, management and problem-solving skills, with a proven ability to lead and motivate teams. Able to delegate, handle changing priorities, deal with ambiguity, and use good judgment. Strong problem-solving and analytical skills with the ability to work independently, but also to collaborate effectively with colleagues to achieve shared goals. Demonstrated ability to manage projects and work with a variety of stakeholders. Excellent interpersonal and communication skills (both oral and written) in team settings. Self-aware and empathetic, with a demonstrated ability to build strong relationships and manage conflict. Strong knowledge of network infrastructure, cloud-based technologies, cybersecurity and industry best practices. Knowledge and hands-on experience with key components of Identity and Access Management, Privileged Access Management. Familiarity with security standards, regulatory and audit requirements (such as the NIST cybersecurity framework, ISO 27001, CSA Star Assessment, PCI-DSS, HECVAT, SOC 2 compliance). Demonstrated expertise in designing and implementing information security programs, risk management frameworks, and incident response plans. Practical experience conducting risk assessments. Fluent knowledge of English and French. Relevant cybersecurity certifications (e.g., CISSP, CISM) considered an asset.
