Key areas of focus for the team include ensuring transparency of water market data and information, reviewing effectiveness of the water market and developing and implementing reforms to improve market effectiveness. The Market Reform and Transparency team ensure Victoria's water markets are working and not being distorted, focusing on transparency of water market data and information, and developing and implementing reforms to improve the effectiveness of water markets with a focus on the Murray-Darling Basin and trade in unregulated and groundwater systems. The Manager, Water Market Reform and Transparency will lead improvements to public information about Victoria's water markets and develop and implement reforms in unregulated systems and groundwater markets across the state. You will manage the implementation of recommendations from the Commonwealth's Water Market Reform Roadmap, including Victoria's policy review of providing access to inter-valley trade opportunities. This role also leads the assessment of the effectiveness of our water markets for the second iteration of the Market Effectiveness report. You will collaborate with others within the Water and Catchments Group in DEECA and with key stakeholders in the water sector including other states and the Commonwealth, to support improvements to how Victoria's water markets are managed and how information is shared. You are self-motivated and a creative thinker with high-level planning and organisational skills, capable of tackling complex issues. Your flexibility, team-focused approach and excellent communication skills enable you to manage and work effectively with others. Specialist/Technical Expertise/Qualifications An appropriate tertiary qualification in natural resource management, economics, science, engineering or other relevant disciplines is highly desirable. A sound understanding of Victoria's water entitlement framework, water markets and river operations would be well regarded. Stakeholder management experience within the water sector is highly desirable. This is an ongoing position. The work location for this position is flexible within Victoria with hybrid work arrangements available.
