Keolis Downer (KD) is a leading private provider of multimodal public transport in Australia, working collaboratively with State Governments to develop transport solutions that are tailored for all passengers, regardless of their background. In Adelaide, KD partnered with the Department for Infrastructure and Transport in early 2021 with the aim of delivering revitalised passenger train services to the local community and increasing public transport patronage across South Australia. Following recent business changes, KD will take on the critical role of custodian of the local network over the next decade, with a focus on asset management and maintenance. In the shorter term, KD will continue to focus on the provision of customer experience and security services for the next two years, until 2027. As part of the Technical Services function, we are seeking an experienced Manager Project Management & Development who will manage the projects and development team, undertake and lead the delivery of specific projects initiated by KDA or external organisations that improve operational performance and safety of the rail network. Key Role Responsibilities: Ensure the delivery of projects safely, to time and to standards, ensuring the application of robust project lifecycle methodologies. Provide professional and effective project management services, including project governance and reporting in accordance with agreed processes and timelines. Manage budgets, costs, and forecasting, including ensuring efficient resource allocation, financial control of services and products, and tracking and managing employee wages and leave balances. Work with the client in the development of their annual capital program with a view to securing further works for KDA. Identify and escalate resource and support requirements for projects in a timely manner to ensure projects are delivered to value for money principles. Provide support and direction in the oversight of incoming and outgoing project documentation. Monitor project risks including financial, reputational, quality, environmental and health and safety, and escalate issues effectively. About you Tertiary qualifications in project management, engineering, transport, urban planning or equivalent. Experience working with the public sector and/or with government officials and processes is preferred. Ability to obtain Category 3 Non-safety Critical Rail Worker health assessment. Extensive knowledge and experience within the rail industry including application of the requirements of Rail Safety National Law. Experience or high levels of knowledge in managing high profile and complex projects. Knowledge and/or experience in business case development and project nomination processes. Well-developed problem resolution skills with the ability to think laterally and use judgement to resolve issues. Knowledge of contract management with the ability to understand franchise commitment deliverables. Proven experience in providing leadership to workgroups within an operational environment and leading performance management and conflict resolution processes. Demonstrated experience working under limited direction applying initiative and judgement while ensuring all work practices comply with relevant legislation, regulations and standards.
