The Manager, Technical Advice is responsible for delivering technical knowledge and application to Regulatory Operations. The role leads a small team that includes Senior Technical Officers in Building and Plumbing who will liaise as a primary point of contact between Regulatory Operations and other VBA business units, with a primary focus on the Office of the State Building Surveyor (OSBS) for technical advice. This role will provide timely technical guidance, advice, and support across Regulatory Operations to ensure consistent, efficient technical decisions within Regulatory Operations and an uplift in capability and decision making. Reporting directly to the Executive Director, Compliance and Enforcement, this role will demonstrate a strong focus on problem solving and continuous improvement measures and ensure that Regulatory Operations is working in accordance with building and plumbing regulations and established compliance criteria. The role will provide technical expertise and support in responding to complex issues and enquiries, developing documentation, reports, and briefings, liaising with industry as required, supporting technical committees/boards, and providing specialised technical services. Leveraging a sound understanding of building regulatory framework and decision-making, this role will also work closely with the Head of Inspectorate to provide tactical advice to enable delivering a range of Building and Plumbing Inspection activities. What we are looking for: Substantial experience to manage, lead and develop a team in Plumbing and Building. Experience of the building and/or plumbing industry and an advanced knowledge of the Building and Plumbing Regulations 2018, regulatory frameworks, codes, regulation standards and Government Policy in Victoria and/or other Australian jurisdictions, including experience in the practical application of relevant legislation and regulations. Demonstrated extensive experience providing consistent, timely and accurate technical advice to enable the resolution of cases. Ability to produce high-level technical correspondence, briefs, and reports in line with relevant legislation and participate in working groups to provide authoritative technical advice and knowledge to influence regulatory reform. Experience in developing beneficial partnerships, including ability to identify and respond to stakeholders' underlying needs; uses understanding of the stakeholder's organisational context to ensure outcomes are achieved. Victorian registration as a Building Surveyor (unlimited) or Building Inspector (unlimited); and/or Registered or licensed plumber in all classes of plumbing work under Part 12A of the Building Act 1993.
