There are 6 Fixed Term Policy Officer Positions About the role: The Policy Officer, Strategic Policy & Evidence role works as part of an internal consultancy to provide high quality research and analysis, provide strategic advice, and contribute to the delivery of strategic projects across the Department of Health. You will provide policy development support and capability building through work on specific policy projects working in a matrix model to deliver internal consulting support. To be successful in this role, you will be a high performing team member with analytical, strategic planning, project management and communication skills. You may offer specialist skills and knowledge in either health systems, analytics, government processes, legislation, stakeholder consultation, policy design, or program implementation. You will have the opportunity to apply and grow your skills on complex projects across a variety of policy areas. Success in this role will be predicated on the ability to work with subject matter experts and ensure outcomes are achieved. Consulting experience would be an advantage. How you'll make a difference: Suitable applicants will be able to demonstrate: Knowledge and Skills Policy Skills: Formulates and communicates public policy options and recommendations; analyses quantitative and qualitative inputs; consults with stakeholders and public; keeps up-to-date with a broad range of contemporary issues; scans for links and potential implications of proposed policy options; liaises with stakeholders. Problem Solving: Seeks all relevant information for problem-solving; liaises with stakeholders; analyses issues from different perspectives and draws sound inferences from information available; identifies and proposes workable solutions to problems; implements solutions, evaluates effectiveness and adjusts actions as required. Systems Thinking: Diagnoses trends, obstacles and opportunities in the internal and external environment; understands the linkages between economic, social and environmental systems and communities to inform policy; conceptualises and defines the systems working within the organisation. Written Communication: Prepares reports, presentations, briefs, letters, and emails using clear, concise and grammatically correct language, ensures written communications contain necessary information to achieve their purpose and uses appropriate style and formats. Personal Qualities Conceptual and Analytical Ability: Deals with concepts and complexity comfortably; uses analytical and conceptual skills to reason through problems, has creative ideas and can project how these can link to innovations. Integrity: Committed to the public interest; operates in a manner that is consistent with the organisations code of conduct; inspires trust by treating all individuals fairly. Qualifications / Technical Expertise Qualifications - A tertiary qualification in fields related to public health, health economics/economics, social policy or health administration would be desirable. Applicants with a tertiary qualification in other fields but with work experience in the above fields and experience in use of evidence, data analytics and visualisation or economic analysis would also be considered suitable. Technical Expertise - Knowledge and experience in government, health sector, health service delivery, social sector and/or economics with skills and experience in policy would be desirable. Experience in the analysis, interpretation, visualisation, presentation and communication of quantitative data to a range of audiences. Experience using Victorian government administrative data is desirable (coding experience would be a bonus). Consulting experience would be desirable.
