Come and join the Long-Term Resilience and Recovery Team (LTRRT) within Community Recovery in this temporary full-time position (12 months with possibility of extension) as Principal Contract and Service Development Officer (AO7).You will support and lead a team to manage organisations funded under the Commonwealth Disaster Recovery Funding Arrangements (DRFA) ensuring the department complies with procurement and contracting requirements of externally funded grants.This is a temporary fixed term position that is tied to an extraordinary requirement under Category C and D Disaster Recovery Funding Arrangements (joint Commonwealth and State funding) in response to the approved disaster events.In this temporary (12 months with possibility of extension) full-time position, you will ensure funded organisations deliver their initiatives in line with their contractual obligations and oversee systems and processes to monitor the implementation of contracting and engagement arrangements.Your Responsibilities Will Include: Provide authoritative, strategic, tactical, and operational advice and analysis to the Manager and Director. Support funded organisations in the implementation of their contracts to ensure the effective delivery of community services, through the application of the department's contract management framework, to ensure optimal public value in government investment. Deliver timely and accessible implementation support and advice, in accordance with relevant policy, legislative frameworks and processes, to deliver projects to people in the community who have been impacted by disaster events and may be vulnerable or at risk. Develop networks and maintain collaborative and productive relationships with internal (eligibility advisors, leadership, service delivery teams) and external stakeholders (individual funded organisations, local workers and delivery partners) in relation to DRFA implementation and support. Provide high-level strategic and operational advice regarding the implementation of DRFA funding to senior management on contract/grants administration, service procurement, service monitoring and capacity development as this relates to achieving program outcomes. Monitor systems and strategies to ensure remedial action is taken and noncompliance issues are addressed in a scaled and appropriate manner. We are looking for a collaborative and driven team leader that is able to provide strategic and operational advice regarding the implementation of Disaster Recovery Funding Arrangements (DRFA) for contract/grants administration, service procurement, service monitoring and capacity development. You will need to have a comprehensive understanding of contract management within government settings, including expertise in Queensland Government legislation and policies, procurement and grants administration. You have a proven track record of managing risks, issues and people to build capability and an effective workforce. Strong analytical and problem-solving skills, with the ability to manage complex scenarios and provide effective solutions will be essential in this role.
