Job Description

We have a current opportunity for a Risk Reduction Technical Manager , on a contract basis within the Defence sector. The role is based in Canberra, ACT . The contract is for an initial 12 month period, with a 2 x 12 month extension option . Start: circa 31 March 2025 DSS Skill Set: Level 3 - Program & Product Management Services & Support The Technical Manager will be responsible for, but not limited to the following duties: Lead the planning, scheduling, finance management, execution, and reporting of project risk reduction activities, conducted through studies, lab-based technical assessments, and field trials. Coordinate stakeholders, administration, procurements, and technical design efforts, and lead the weekly status reporting of Trials (tactical communications network architectures) and future activities, and other project team efforts. Produce trial reports and contribute to project documentation including user need statements, statements of requirements, function and performance specifications. Participate in capability manager forums such as Project Coordination Meetings, Integrated Project Management Teams, Capability Management Boards, technical working groups, and industry briefings. Provide subject matter advice into commercial workshops, Request For Tender development, and Tender Evaluations (including Offer Definition and Improvement Activities). Support the design of the Fundamental Inputs to Capability, and lead the capability representation for introduction into service planning with functional commands (e.g. Forces Command) to synchronise efforts and de-risk achievement of project outcomes. Conduct other tasks as required across technical leadership and project management roles. Over the course of the contract, the successful applicant may also be required to: Assist in evolving a programmatic method for Capability Management. Assist in evolving the Capability Governance frameworks. Have an understanding of Defence Finance procedures to plan and manage capability development funding with the LAND 4140 Project Manager (specialist finance personnel will conduct transactions). Provide specialist advice to working groups with stakeholders. Work remotely (off site, and in military field training areas and remote environments) if required. Minimum mandatory requirements: AGSVA Security Clearance. Defence experience desirable. Excellent organisational, communication, interpersonal and leadership skills. Demonstrated experience in management of risk reduction or technical projects in the C4 domain. Tertiary education in Project Management, or applicable professional training and development experiences related to working within the Defence Capability System. Technical knowledge in tactical communications networks including C4 integration between software, SOE, LANs, end-user devices, radios and waveforms. Desired Skills/Attributes: Technical experience using Defence's Land C4 radio and cryptographic systems, and networks. Experience working with stakeholders associated with the LAND 4140 RRAs. Awareness of Defence's technical/C4 security and encryption policies. Previous scheduling and finance experience in Defence ICT projects. Previous experience in preparing and presenting a project for Second Pass government consideration. Previous experience in delivery group roles within Defence. Multi-discipline based education or employment, such as systems engineering, network security, software development and integration, business management and administration. Additional qualifications or practical experience outside of their immediate field of expertise. Additional skills in project/program management, systems engineering, communications, business management and administration, or information technology backgrounds are valued. Understanding of Joint and domain-specific staff processes and force structures within operational and tactical level headquarters. Knowledge or experience working in the Defence Capability Lifecycle process, governance structures, and committee processes.
