Job Summary The Senior Procurement Officer is responsible for providing procurement expertise and guidance to the local procurement team for procurement of equipment and services in connection with Voith’s electrical and mechanical scope at the heart of the Snowy 2.0 project, working closely with other Voith procurement, commercial, logistics, and field services team members onshore and onsite. This role will suit a hands-on operator and effective communicator seeking a role on a mega project running until December 2029. The Senior Procurement Officer reports to the Subcontractor Manager in a collaborative and positive manner to ensure effective and integrated project delivery, driving commercial outcomes in a team environment in line with the Integrated Programme for the Project. The Senior Procurement Officer holds a critical position in the project's procurement and subcontracting team, ensuring strict adherence to established procedures, policies, and processes. Active participation during the tender and administration phases with the primary goal of optimizing financial and operational performance and identifying and minimizing associated risks. Actively establishes and maintains professional relationships with subcontractors and suppliers to ensure project success. Key Responsibilities Accountable for the formulation, development, and implementation of purchasing strategies to meet project requirements for assurance of supply, quality, service, cost, and innovation, regulatory compliance; Conduct sourcing activities in a timely manner and in accordance with the project program, established business and project policies, procedures, and guidelines to meet project needs and participate in negotiations to establish and review supply arrangements that will deliver value for money procurement outcomes; Provide advice, information, and guidance on procurement-related matters to onshore staff to provide governance and support good practice in procurement; Manage relationships and ways of working with key suppliers to ensure continuous improvement in the delivery of goods/services that meet project requirements; Compile and source market information, and assist in analyzing markets and assessing risk to inform procurement planning and sourcing decisions; Improve systems and processes to deliver greater efficiency and effectiveness of service for the project and our clients; Develop an appreciation of the head contract to enable proper management of the financial interests of the project; Analyze, compare & clarify offers received and conduct negotiations with sub-contractors to achieve value for money/effective management of cost; Close out commercial qualifications & prepare recommendations for award and obtain approval per limits of authority; Review supply contracts where applicable; Liaise with the offshore team to ensure timely placement of purchase orders and to resolve any invoice or payment issues raised by suppliers; Identify, mitigate, and escalate procurement risks to enable the project to meet its obligations, minimize risk and maximize opportunities for cost avoidance and/or cost reduction; Ensure that all records are methodically archived in line with procedures as the project progresses; Prepare and/or coordinate reports, as required; Maintain registers of procurement, requisitions, approval registers, etc. for inclusion in reports; Manage site procurement operational expenditure to plan; Provide leadership and development to the procurement team; Recruit personnel and organize training as required; Motivate and develop staff in accordance with the career development plan. Skills At least 10 years of experience in strategic sourcing/procurement Bachelor's Degree in Finance/Engineering/Quantity Surveying or equivalent Sound business acumen and solid background in tendering, financial management, and procurement Understanding best practice in procurement policy, processes, and legislation Understanding of customer/client needs Proven leadership, negotiating, and lateral thinking skills Financial management – demonstrable behavior in reducing costs and meeting budgets Capacity to assess environmental, industrial relations, and safety risks Contractual contract and claims awareness Excellent communication skills, both written and verbal Computer proficient, SAP and Aconex an advantage Project Information Snowy 2.0 is the next generation of the iconic Snowy Mountains Hydroelectric Scheme, and construction of this major pumped-hydro project is well underway. Once complete, the Scheme will provide 2000 megawatts of dispatchable, on-demand renewable power and approximately 350,000 megawatt hours of large-scale energy storage to the Australian National Electricity Market. It is one of the largest hydropower projects in the world and the largest currently in Australia.
