THE ROLE The Victorian Senior Practitioner is responsible under the Disability Act 2006 (Vic) for ensuring that the rights of people who are subject to restrictive practices and compulsory treatment are protected and appropriate standards are complied with. The role has statutory responsibility for: the authorisation of chemical and environmental restraint and the approval of use of seclusion, mechanical and physical restraint the approval of treatment plans, and the monitoring and supervision of compulsory treatment orders for people who present a significant risk of serious harm to others. The position has special powers under section 27 of the Disability Act in respect of the use of restrictive practices and compulsory treatment by disability and registered NDIS service providers. These include powers to provide directions and issue prohibitions in relation to restrictive practices and compulsory treatment. The Victorian Senior Practitioner reports to the Chief Practitioner, has practice leadership responsibilities consistent with the strategic intent of the Office of Professional Practice and oversees 3 teams: Integrated Practice Advisory team Compulsory Treatment team Research and Data team The Victorian Senior Practitioner and teams provide education, information and expert advice to disability and registered NDIS service providers, operational programs such as Child Protection and more broadly within the Department of Families, Fairness and Housing. The VSP works with other states and territories and the NDIS Commission towards reduction and elimination of restrictive practices and the development and implementation of nationally consistent standards and requirements. ACCOUNTABILITIES INCLUDE In accordance with the statutory powers and requirements as outlined and delegated under the Disability Act on behalf of the department: lead the oversight and authorisation of the use of restrictive practices on people with disability in Victoria lead the approval, oversight and supervision of treatment plans and compulsory treatment orders initiate and manage investigations regarding restrictive practices and compulsory treatment as directed by the Secretary or Minister initiate and undertake independent clinical audits and reviews of individuals and services provide expert advice to the Victorian Civil and Administrative Tribunal as required Work collaboratively with the NDIS Quality and Safeguards Commission in the oversight of the use of restrictive practices and compulsory treatment on NDIS participants in Victoria and contribute to the development of a nationally consistent approach to the reduction and elimination of the use of restrictive practices on people with disability. Effectively manage and lead the Victorian Senior Practitioner unit in implementing the powers and functions of the Senior Practitioner under the Disability Act, providing high-level authoritative advice in relation to contemporary clinical practice developments occurring at national or international levels in behaviour support and compulsory treatment.
