About the team The Department's Shared Services Hub provides payroll services under the Whole-of-Government Shared Services Programme. The Shared Services Hub is committed to delivering effective and efficient payroll services in line with Service Level Agreements negotiated with each client agency. The Shared Services Support & Assurance team play a critical role in supporting the Shared Services Hub by providing an assurance program over payroll, finance and systems processes for the department and the 13 additional Australian Government agencies it provides shared services to. Reporting to the Manager, Shared Services Support & Assurance, the Assistant Manager leads a small team responsible for delivering the shared services assurance program that encompasses various streams of work, including risk, quality, assurance and governance. The opportunity We are seeking candidates with experience and skills in undertaking audit and assurance activities across payroll, finance and system teams. Attention to detail and process improvement skills are essential for this role. You will experience a wide range of key tasks within the fortnightly pay cycle, help to prioritise the workload, and contribute meaningfully to the management of your team. Our ideal candidate The ideal candidate will be a motivated self-starter that is outcome orientated and can balance time effectively to deliver on time-critical tasks. The successful candidate will be able to demonstrate their excellent analytical and problem-solving skills, have strong judgement and understanding of when to escalate complex issues. The candidate will have exceptional communication and interpersonal skills with a focus on collaboration and building partnerships across teams and client agencies. Experience in payroll or financial assurance or processes would be desirable. What you will do As the Assurance Assistant Manager you will: Lead the delivery of a robust assurance program over the payroll, financial and systems services. Plan, prepare and coordinate the conducting of internal and external audit activities. Monitor and report on the effectiveness of assurance activities, identify opportunities for improvement and develop effective communications with all stakeholders. Review, maintain and update key documents such as the risk and control model and assurance framework. Design and refine standardised, fit for purpose business processes that complement the annual assurance program. Stay informed about best practice in governance and assurance and apply this knowledge and drive continuous improvement initiatives within the assurance program. Work with a level of independence, under broad direction, with a concurrent need to resolve issues and deliver quality outcomes. Eligibility To be eligible for employment in the APS and the department, candidates must be Australian Citizens. Positions require a Baseline security clearance and successful candidates will be required to obtain and maintain a clearance at this level.
