About the Team Procurement and Contract Management (PCM) forms part of the Strategy, Performance, Procurement and Assurance branch within the Chief Finance Officer Division (CFOD). Individual business lines are responsible for procurement and contract management activity within the department. The PCM team is responsible for supporting the department to undertake compliant, effective procurement. This is achieved through establishing and maintaining the policies, processes, and systems as well as building capability. This includes providing guidance and support, undertaking compliance and quality reviews, knowledge sharing and using data insights to provide targeted training. The PCM area has three (3) distinct teams who work together to provide this support: Procurement and Contract Management Support Services provide front line assistance to DISR staff to conduct procurement and contract management activities. Data & Systems enable the effective use of data and systems to ensure efficiency and effective procurement activities and decision making. Strategy, Governance and Policy develop and maintain the policies and processes for DISR to achieve industry best practice procurement and contract management practices. The department is responsible for a diverse range of activities to support government outcomes, resulting in a large number of interesting and unique procurements across activities such as Questacon, Australian Space Agency, National Artificial Intelligence Centre, Australian Radioactive Waste Agency and decommissioning of Northern Endeavour. The Opportunity The Assistant Manager of Data and Systems works in a small team focused on creating value for the executive and divisions from the data we hold through processing, clearing, monitoring and reporting on compliance and assistance with the maintenance of our corporate buying system (Technology1). We deliver professional, high quality, timely and customer-focused procurement and contract processing, data analysis and reporting on all procurement activity within our portfolio. Skills and Experience Required: Candidates should be able to demonstrate: Application of critical thinking to support flexible outcomes-based approaches. An understanding of procurement in government and the policies and legislation that guides the practice. Strong communication skills and an ability to build and maintain effective working relationships. Sound working knowledge of Excel, pivot tables and other reporting software. Proven capability and understanding of Technology1 (or similar) software. Experience in data analysis, being able to interpret and report on data correctly. Experience in parliamentary processes and reporting i.e. senate estimates, QoN’s, Minister briefs, and annual reporting. What You Will Do Below is a short summary of the roles. The Data and Systems team El1's are responsible for: Leading a small team in the centralised procurement and contract space that completes the processing, editing, monitoring and reporting on all procurement activity and funds spent within the department. Researching, analysing, and reporting on departmental activity, KPI’s and other legislative requirements. Managing the production of all internal and external reporting relating to procurement activity i.e. Senate Orders, Minister requests, QoN’s, Annual reports, IPP, APP, Annual report, Aus-Tender and Grant Connect, and ad hoc reporting requirements. Managing our reporting compliance on Aus-tender, ensuring up to date and compliant information is published on all procurement approach to markets and contracts. Overseeing all aspects of the Quality Assurance (QA) Framework including design, allocation of work, reviews, and escalations. Developing, maintaining, and managing updates for our buying system (e-form) to ensure compliance and improve user experience. Collaborating, engaging and working across the procurement and contracts team to deliver shared objectives and outcomes. Eligibility To be eligible for employment in the APS and the department, candidates must be Australian Citizens. Positions require a Baseline security clearance and successful candidates will be required to obtain and maintain a clearance at this level. Notes The department does currently offer flexible work opportunities for many roles. The team is currently located in Brisbane, Canberra, Adelaide, or Melbourne, although flexible or remote work arrangements may be considered.
