Job Summary Division Name: PTA Project Delivery Position No: Pool Ref 37417 Closing Date: 2025-02-11 5:00 PM Location: East Perth Job Type: Fixed Term - Full Time About the Job About the role The role of a Contract Surveillance Officer - Signalling Systems (CSO Signals) within the PTA Project Delivery (PPD) Division is critical to the High Capacity Signalling (HCS) project to ensure that the project meets contractual, safety, and environmental standards. This position involves conducting inspections and internal audits, overseeing the work of contractors both on-site and off-site, and ensuring that all signalling systems comply with rail and public safety standards. The role will also review contractor methodologies for installations and modifications, assess safety plans, and collaborate with contractors to plan and refine construction strategies. Furthermore, it will be responsible for maintaining detailed records of the progress and quality of signalling works, identifying potential risks, and providing input to ensure compliance with the Public Transport Authority's stringent safety and operational guidelines. In addition to technical oversight, the CSO Signals role will provide crucial business support by reviewing and recommending contractor progress payments, assessing variation claims, and contributing to progress reports. The role will participate in key contractual meetings and discussions to ensure that all works align with the contract requirements. The CSO Signals role extends to monitoring testing phases, including factory and site acceptance tests, and ensuring the accuracy of new infrastructure records for the asset management register. Through these activities, it will help manage contractor performance, mitigate risks, and uphold high standards for safety, quality, and efficiency in signalling projects. This is a designated operational position requiring some shift and weekend work. About You! To excel in this role, you should possess: A degree or advanced diploma in engineering, or 10+ years of signalling experience, with preference for candidates with extensive expertise in rail signalling systems. Strong technical knowledge and hands-on experience in the installation, testing, and commissioning of signalling systems and related infrastructure, including technologies like computer based interlockings, axle counters, AC immune DC track circuits, signalling relays, automatic train protection equipment, point machines, lineside signals, junction route indicators, theatre route indicators and the like; single mode optical fibre communications systems, signalling power distribution systems, copper cabling, pit and pipe infrastructure, location cases, earthing and bonding for signalling equipment, and surge and lightning protection. Demonstrated understanding and application of rail safety procedures, codes of practice, and specifications related to signalling systems, including Earthing and Bonding guidelines. Well-developed communication and relationship management skills, with a proven ability to manage contractor relationships, work independently or in teams, and produce comprehensive technical and general reports.
