Branch/Section Overview: The National Emergency Management Agency (NEMA) Coordination and Planning Branch provides national coordination across Government to support States and Territories to respond to disasters. Working through meaningful partnerships, the Branch seeks to build Australia’s capacity for disaster response, recovery and resilience with an increased coordination and planning capability within the Australia Government. Directors manage the delivery of work through a Coordination and Planning network that supports State, Territory and local Governments, across the full disaster continuum. The Branch comprises a Strategy and Coordination Section, and six state teams (NSW/ACT, QLD, VIC/TAS, SA, WA, and NT) dedicated to AusGov coordination and planning support and partnering with jurisdictions, who have lead responsibility under disaster management governance arrangements. The Coordination and Planning Branch supports delivery of national policies and programs and contributes to key NEMA functions, such as the Crisis Coordination Team (CCT). Position Summary: Directors for Coordination and Planning are located across Australia in metropolitan locations, working in partnership with States and Territories to support disaster-affected communities to collectively build resilience, reduce risk and harm, and effectively respond to and recover from disasters. Directors manage Assistant Directors and a nation-wide network of Coordination and Planning Officers to ensure strong coordination across the Australian Government and with States and Territories, more joined up support for communities and an ability to surge support across the nation when required. This is achieved by supporting NEMA with: Response and early recovery planning Recovery and resilience program design, assurance and improvement Decision making through information and issues management Senior Official visits and associated briefings. Teams also work in close partnership with States and Territories to: Coordinate information and, when required, directly support communities (including vulnerable communities) to understand and access Australian Government support Support and enable the development of local resilience, recovery and response plans and preparedness activities. The Director will be required to support teams who assist in other functions delivered by the Branch and may be required to work outside of standard business hours. This includes coordinating the deployment of resources in support of Emergency Management and Response operational priorities, including a surge capacity to disaster impacted locations and fulfilling functions within the CCT. Directors are expected to exercise high levels of initiative, judgement and leadership within their jurisdiction. They provide detailed technical, professional and policy advice in relation to complex problems and provide a conduit between NEMA, other Australian Government Departments/agencies, and the States and Territories to assist with strategic planning and coordinated response to operational or program issues that arise. Specific Duties / Responsibilities: Establish and maintain strong relationships with key internal and external stakeholders, to identify and maintain mutually beneficial and productive working relationships. This includes being the primary connection for NEMA with Australian and State Government officials operating in the jurisdiction Provide strategic advice, problem solving and issues management for internal and external stakeholders in relation to complex and potentially controversial matters Anticipate and establish priorities, monitor progress and work to deliver required corporate outcomes, specific agency functions or a program within an area of responsibility Contribute to the strategic planning of agency wide objectives. Set strategic direction, develop long-term plans and implement operational strategies aimed at achieving specific agency objectives within a discipline or area of responsibility Provide leadership in implementing and promoting a climate of change and continuous improvement Apply and maintain an extensive understanding of the role and responsibilities of the agency, incorporating a comprehensive understanding of the agency’s impact on the wider political and community context in which it operates Address future agency and stakeholder needs when initiating the development of new systems, procedures, policies, methodologies and practices Communicate and make decisions that may have significant impact on the day-to-day operation of the work area and other parts of the agency Develop and manage key strategic relationships with a broad range of stakeholders, promoting the agency’s business objectives and strategic direction Represent and negotiate on behalf of the agency to advance the agency’s interests in cross-agency, inter-jurisdictional, and other forums Ensure high quality outputs including that employees maintain a high level of specialist, professional and/or technical expertise. Experience/Role Requirements/Qualifications: This position requires the following: High level stakeholder engagement and management experience managing complex and sensitive issues with a variety of stakeholders Strong personal resilience and ability to lead teams through change, ambiguity and disaster management engagements High level written and verbal communication skills with an ability to identify issues, lead solutions and communicate implications of decisions and actions on NEMA’s objectives and stakeholders Ability to effectively manage competing priorities and strategic directions when achieving team planning and outcomes in line with agency goals and objectives, in an unpredictable and dynamic work environment Experience in Emergency Management (desirable requirement, with preference for experience in operational and recovery roles) Work with a high level of autonomy under broad direction with a concurrent need to resolve issues and deliver quality outcomes Ability to deploy to disaster impacted areas (if required).
