About our team About the Authority The Net Zero Economy Authority (the Authority) is established by the Net Zero Economy Act 2024 as a statutory agency. Its mission is to empower the regions, workers and communities most affected by Australia’s transition to a net zero emissions economy to anticipate and respond to the risks and opportunities of the transition. The authority is a new government agency in the Prime Minister’s Portfolio. It is led by an independent board and Chief Executive Officer. The authority is presently establishing itself as a separate entity, including off-boarding from the Department of the Prime Minister and Cabinet (PM&C). The authority is expected to transition in 2025 to being a separate entity from PM&C, at which time, all employees will transfer under Machinery of Government (MoG) changes to the authority. About the Branch Australia’s energy system is undergoing major structural change. A significant proportion of Australia’s fossil fuel power station fleet has retired in the last 15 years. As of December 2023, Australia has 19 coal-fired power stations in operation. 17 power stations have reported expected closure dates over the next 30 years, with 10 expected to close before the end of 2035. The Worker Transition Branch is focused on delivering supports to the workers and communities most impacted by the transition from emissions-intensive industries and the closure of coal-fired and gas-fired power stations. We will support workers to access new employment and acquire skills to improve their employment prospects including management of the Energy Industry Jobs Plan (EIJP), a program to support employees at closing power stations to transition to new employment. What you’ll be doing The Energy Industry Jobs Plan (EIJP) is designed to assist workers impacted by the closure of fossil fuel power stations by requiring closing employers to provide transition supports to their employees to help them prepare for their next career move and assistance from the authority in coordinating redeployment programs to help place interested workers with other local employers. The branch has two Executive Level 2 (Director) roles available, covering regulation, policy, operations, program implementation and evaluation, stakeholder engagement, governance and assurance frameworks. These roles will have the opportunity to work closely with other government departments and a range of external stakeholders in an important policy space. In addition to the general responsibilities and duties outlined in the Work Level Standards for the Executive Level 2 level, this will include managing teams (of up to 10 staff members) responsible for: developing regulatory advice, guidance materials and compliance frameworks to support the EIJP engaging with businesses, unions and workers impacted by closing power stations, to understand what transitional supports are available and assess if further assistance is needed to support the transition of those workers involvement in industrial relations processes involving application, hearings and engagement with the Fair Work Commission implementing redeployment programs, including encouraging local employers to participate, designing incentive programs to support participation, maintaining an online jobs board and managing local jobs and skills coordinators developing and disseminating information on the EIJP to relevant stakeholders through websites, printed material and other communication channels managing governance, risk and assurance frameworks for the EIJP including program monitoring and evaluation, legal and technical advice and privacy and information management working within the Authority and across government to ensure supports provided to employers and employees are accessible and coordinated Why you’re the ideal candidate We are looking for motivated leaders with an interest in supporting Australia’s transition to net zero and working on the challenges facing regional workers and communities.
