About our team The role of the Intelligence Policy and Oversight section is to ensure the Department's intelligence capability exercises powers, delegations and authorities lawfully and appropriately, is well governed and accountable and is represented in consideration of new policy and legislation. The section's priority tasks are to: Mitigate the organisational compliance enterprise risk in the context of the Department's intelligence capability. Support oversight bodies in their inspections on the intelligence capability's use of powers under relevant legislation. Promote a culture of compliance and provide the tools, guidance and support to intelligence analysts to mitigate the risk of non-compliance. Drive any necessary changes to the Department's legal, oversight and policy frameworks in the context of our intelligence capability. Develop policy positions on matters relating to intelligence legislation and reviews impacting the Department’s interests. Our ideal candidate A working understanding of the National Intelligence Community (NIC) Demonstrated experience of policy, governance and stakeholder engagement A collaborative approach to stakeholder engagement and support Strong strategic thinking and analytical skills Strong written and verbal communication skills Demonstrated ability to independently manage competing priorities, take personal responsibility for accurate completion of work within timeframes and quality requirements, and meet deadlines in a dynamic environment Demonstrated ability to interpret legislation and provide policy advice on the implications of regulatory requirements and/or audit recommendations Duties and responsibilities Provide accurate and high-quality written advice on the application of legislation and policy in the intelligence context. Manage the strategic policy frameworks and practices that form the authorising environment of the Department's intelligence capability. Provide policy advice on the appropriate handling and disclosure of intelligence information. Promote a culture of compliance and provide the tools, guidance and support to the Department's intelligence capability to mitigate the risk of non-compliance. Perform governance activities, including compliance checks on high-risk intelligence functions to identify systemic issues or instances of non-compliance. Prepare briefs, talking points, executive correspondence and other written submissions on complex intelligence policy and legislation matters. Undertake policy analysis and advocate for departmental interests on legislative reforms affecting NIC agencies. Build and maintain positive and effective working relationships with a range of stakeholders, including internal policy and legal areas and external oversight bodies. Eligibility To be eligible for the position you must be an Australian Citizen. The successful candidate will be required to obtain and maintain a Negative Vetting Level 1 (AGSVA) security clearance, and: ABF Workers will also be required to obtain and maintain an Employment Suitability Clearance (ESC). Home Affairs Workers will also be required to obtain and maintain an Onboarding Check. In certain circumstances, an Employment Suitability Clearance (ESC) may be required in addition to, or in lieu of, an Onboarding Check, which will be determined by the delegate as necessary.
