High Frequency Sensing Project Manager & High Frequency Sensing Exports Manager (Multiple Positions) The key duties of the position include: The Role The Air Force Headquarters (AFHQ) High Frequency (HF) Sensing Project Manager and HF Sensing Exports Manager both work within the Airborne C2 and HF Sensing Directorate. Duties include: developing strategic briefs and capability plans providing advice to senior leaders developing artefacts for Defence committees other capability management responsibilities across the Capability Life Cycle. The HF Sensing Project Manager will need to undertake capability and project monitoring, assurance and procurement activities for Jindalee Operational Radar Network (JORN) projects. The HF Sensing Export Manager will need to provide advice on sensitive technology management, exports policy and governance for a range of current and future exports. Each role will act as an AFHQ coordinating point of contact for stakeholders, and the ability to communicate and engage effectively with the entire HF Enterprise is critical. Engagement will include domestic and international partners concerned with HF Radar and related technologies, and may require occasional travel. This role is eligible for an additional remuneration benefit known in Defence as a Building Defence Capability Payment (BDCP). This enables Defence to provide a premium, in addition to the base salary otherwise payable under the Defence Enterprise Agreement (DEA), for positions in occupational disciplines/classifications that are critical to Defence capability. About our Team The HF radar team is led by a RAAF Wing Commander (O5) Air Battle Manager, who is also the HF Project Manager’s direct supervisor. The HF Project Manager serves as second in charge to the RAAF O5 Deputy Director, supervising the team of ADF managing JORN Capability, and Defence Contractors managing Projects AIR2025 and AIR2026 (ADF reporting is managed by the Deputy Director). The HF Sensing Exports team is comprised of another EL 1 Exports Manager (Brisbane based) and a RAAF Wing Commander (remote). The team assess and advise upon export proposals and support the broader HF Enterprise across Canberra ACT and Edinburgh SA. The teams work closely together, supporting both sovereign and export activities within Defence. Other important Defence stakeholders in the HF Enterprise include Surveillance and Response Group, No. 1 Remote Sensor Unit, Defence Science and Technology Group, Capability Acquisition and Sustainment Group, and Defence Industry. Our Ideal Candidate The HF Sensing Project Manager and HF Sensing Exports Manager need to be team orientated, demonstrate strong relationship skills, and be a motivated self-starter. Both roles require proven expertise in project management, stakeholder engagement, and the application of Defence policy. Useful skills include strategic writing, planning, and effective collaboration. The HF Sensing Project Manager will need to have highly developed coordination skills, adaptability, and demonstrate independent problem solving. The HF Project Manager requires experience with the Capability Life Cycle, scheduling, budgeting, and familiarity with key tools such as Capability One. The HF Sensing Exports Manager will need technical skills and experience, adaptability, and demonstrate independent problem solving. They should be familiar with export controls, international engagement, and international agreements and foreign sales. Our ideal candidates will have experience engaging Defence Industry, Australian Government Departments and allied agencies. Finally, our ideal candidates must be highly motivated to advance Australia’s capabilities.
