Job Description

An exciting opportunity exists to be part of the first team to onboard for QPS new ICT Procurement Team. We’re seeking experienced procurement professionals with a background in managing the IT category. It’s critical you have a deep understanding of leading and managing IT procurement, contract management, and can work with stakeholders to deliver effective and efficient outcomes. While you don’t have to have IT qualifications, it’s a must that you understand the landscape and how it works. Your Key Accountabilities The core capability requirements for this role are: Manage, lead and mentor a team responsible for expert ICT procurement services, including development and management of policy, annual procurement plans, processes, data extraction, reporting, preparation of high-level policy papers, submissions, briefs, and analysis. Provide strong influencing and negotiation skills and the ability to build strong relationships with stakeholders at all levels while developing and maintaining the client services engagement platforms for the ICT Procurement. Provide specialist, authoritative and professional advice to internal and external clients, committees, and boards on procurement, operational and contracting issues. Provide high-level analytical skills to develop sound strategies/solutions to complex procurement matters including understanding of market engagement models, category management, concepts of source to contract and procure to pay. Ensure compliance in relation to ICT procurement and contract management by the implementation of frameworks and develop strategies, tools and templates that align Queensland Police Service to Queensland Government Procurement. Ability to conduct online and face-to-face training sessions based on newly developed tools and templates. Role Requirements Qualification A relevant tertiary qualification or an equivalent combination of relevant professional experience, education/training, and achievement would be highly regarded. Technical/Operational/Educational experience Knowledge of the IT industry; hardware, software, and services and the application of services against whole of government principles and policies. Other Experience in undertaking end-to-end procurement activities from business planning, needs analysis to tendering and contract award. Highly regarded will be the ability to develop policy, procedures, frameworks and undertake the training for these documents. Applications to remain current for 12 months.
