About Triple Zero Victoria Triple Zero Victoria (TZV) provides the critical link between the Victorian community and the state’s emergency services agencies. It provides Victoria’s 24-hour emergency call-taking and dispatch services for Police, Fire, Ambulance and VICSES. This integration of emergency services communications within Triple Zero Victoria is unique in Australia and rare worldwide. About The Role The Manager, Doctrine & Policy is a key and active participant of the Next Generation CAD (Next Gen CAD) project team. The overarching objective is to provide strong collaborative leadership that ensures the organisation has a fully updated, accessible and high-quality doctrine suite ready for the Next Gen CAD transition and into sustainment, meeting with the BAU standards and requirements. The role will develop a clear doctrine mapping that captures BAU doctrine impacted by the Next Gen CAD project, working with BAU and the project team so that the business has information accurately and appropriately stored to support transition and sustainment. This will include working collaboratively with the business, aligned to ECS and the Operational Doctrine framework, along with identifying non-ECS doctrine to be reviewed and updated, which may include ECIS processes, and other organisational procedures that will be impacted through the implementation of Next Gen CAD. Day To Day Responsibilities Include Creation of a doctrine strategy, outlining the scope and intention of the doctrine approach, along with a delivery plan, outlining steps through to implementation and review. Working with various stakeholder teams, and project leads, such as from solution design and training, ensuring a holistic Next Gen CAD doctrine framework. Participation in doctrine working groups and doctrine committees to establish early engagement and acceptance of the agreed approach. Work with and support a team of Policy Officers, creating a positive and productive environment. Preparation of briefs and progress reports that track the review, development and completion of all organisational documents related or impacted by Next Gen CAD. About You The preferred candidate will have the following experience and attributes: Experience in policy writing, preferably with a focus on operational or procedural documentation. Highly developed business analysis and process documentation skills. Highly developed communication skills, with ability to adapt styles and influence change. Highly organised, and able to manage a high volume of competing demands and priorities. Highly collaborative, with experience with creating effective structures to manage a range of stakeholders. Strong people leadership skills, with experience leading a high performing team.
