It was established in 1901 by section 71 of the Constitution. The functions of the Court are to: interpret and apply the law of Australia decide cases of special federal significance including challenges to the constitutional validity of laws hear appeals, by special leave, from Federal, State and Territory courts. The seat of the Court is in Canberra, where it is located in its own building within the Parliamentary Triangle. The Court also has locations in Brisbane, Sydney, and Melbourne, as well as sitting on circuit around Australia as required. The Court has approximately 100 employees supporting the Chief Justice and Justices, most of whom are located in Canberra. The Manager Facilities and Security is a member of the Corporate Services Branch leadership team. The Corporate Services Branch provides enabling services for the Court. These include Finance, Risk and Audit, Records Management, Information and Communication Technology (ICT), and Facilities Management and Security. The key duties of the position include: The Manager Facilities and Security is appointed as the High Court Marshal under the High Court of Australia Act and leads and manages the operations of the Facilities Management and Security Section including business and operational planning, budget management, project management and oversees the performance of the Section. Under broad direction the Manager Facilities and Security will perform the following functions: Manage the Court's facilities, sustainability and protective security operational arrangements, and coordinate responses to high-risk matters. Oversee the implementation of the maintenance and asset replacement program to address and reduce maintenance backlogs, and use the Court's Strategic Asset Management Plan to frame business cases and funding submissions for major capital projects. Deliver high quality briefs, procurement and program management processes, submissions, and reports. Monitor facilities and protective security requirements and frame appropriate responses to key trends and issues and deal confidently with complex and sensitive facilities and security related issues and provide advice to resolve challenging issues. Selection criteria: The selection criteria reflect the knowledge, experience, core skills and personal qualities required for the role. Demonstrated experience in and knowledge of facilities management (preferably acquired in a public sector facilities management or related role) including life cycle planning, financial management and the provision and maintenance of services to industry standards. Demonstrated project management skills and experience in managing capital works projects. Demonstrated experience in, and knowledge of, security management practices including the implementation of the requirements of the Protective Security Policy Framework (PSPF), and compliance reporting. Ability to demonstrate initiative, flexibility, and capacity to work under pressure particularly in relation to managing procurements, contracts, tenders and building projects. Ability to demonstrate capacity to use innovative ideas and lateral approaches in delivering required outcomes on time and within budget, relating to the operation of an iconic heritage listed public building. Well-developed oral and written communication skills with a high level of proven negotiation, interpersonal and representational skills.
