About the Team When you join the Infrastructure Projects team, you'll join a group of professionals delivering Australia's future rail network. To help grow rail transport in Australia, the team is focused on ensuring the delivery of critical construction projects across the country, including implementation of our $1 billion Network Investment Program that we've developed with the Australian Government. Whether it's designing, building or maintaining crucial rail infrastructure, the team plays a pivotal role in our ongoing efforts to improve network resilience and keep the future of freight on track. About the Opportunity Reporting to the Director Infrastructure Projects (IP), the Manager Technical Services will lead a professional team responsible for establishing and governing the technical baselines for ARTC projects, including scope, cost estimates, benefits, design risks, and technical requirements. This role will ensure technical requirements are well understood and consistently applied across all project phases from Feasibility and Development through to Detailed Design, Construction, and Commissioning supporting the successful execution of ARTC's Infrastructure projects portfolio. Key Responsibilities include but are not limited to: Implementing the engineering, design, and assurance management framework for Infrastructure Projects (IP). Leading the development of fit-for-purpose, value-for-money project designs aligned with ARTC's strategic and operational goals. Ensure technical scope elements are clearly defined, version-controlled, and aligned with cost, schedule, and risk baselines. Managing and maintaining scope, cost, and productivity libraries to support future project estimates, claim assessments, and tender evaluations. Driving technical risk management and assurance processes, ensuring compliance with ARTC's engineering and operational requirements. Ensure compliance with Work Health and Safety (WH&S) and Rail Safety legislation, embedding a strong safety culture across all project phases. Act as the key liaison between Infrastructure Projects (IP) and ARTC's General Manager, Technical Services and Assurance, managing technical specifications, standards, and waivers. Represent ARTC's engineering and assurance function in governance forums and collaborate with spatial services (survey, GIS, digital engineering) to drive data-led decision-making. This role can be based out of our Sydney, Melbourne or Adelaide offices. What do we want from you? With extensive experience leading technical teams in major infrastructure or rail projects, you bring deep expertise in engineering design, assurance, and governance frameworks. Your ability to develop and manage technical project baselines ensures alignment with business objectives while maintaining compliance with WH&S, Rail Safety legislation, and risk management standards. As a solution-oriented leader, you should effectively mitigate technical risks and drive integration across all project phases. With strong stakeholder engagement skills you will be able you to influence decision-making at executive and governance levels, ensuring alignment, collaboration, and project success.
