About the Branch The Enterprise Technology Services (ETS) branch empowers the City of Melbourne (CoM) and our community through our digital capabilities, technology platforms and access to quality data. About the Role We are looking for a Practice Capability Manager to spearhead the success of our program & project delivery, business analysis, and project management practices within the ETS Branch. In this impactful role, you will provide vision, leadership, and strategic direction to elevate our delivery practices, ensuring top-tier quality and continuous improvement. You will lead a talented team of specialists and be responsible for managing both staff and key partnerships, all while driving the growth and capabilities of the practice. In this role you will Oversee service delivery quality, ensuring project, program, and portfolio objectives meet performance standards and stakeholder expectations. Guide the application of appropriate business analysis, testing, and project management methodologies (e.g., BABOK, JIRA, ALM, Prince2, Agile, etc.). Lead and develop a team of Project Managers (PM), Business Analysts (BA), and Testing professionals, creating development plans aligned with organisational goals. Build strong relationships with stakeholders, ensuring practices deliver value and exceed expectations, while engaging with teams to understand resource needs. Manage resource planning, utilisation, and efficiency to support delivery schedules and optimize team performance. Oversee practice risks, budget management, forecasting, and procurement processes to ensure effective delivery within time, cost, and quality constraints. What you will bring to the role (selection criteria) Demonstrated experience in practice management and leadership. A relevant tertiary qualification in information technology or relevant business discipline. Formal certifications in project management, testing and/or business analysis. Experience in project delivery, including knowledge and practical understanding of various delivery frameworks and methods as apply to business analysis, project management and testing. Experience leading a cross functional team of technical specialists to drive business value. Ability to manage customer, stakeholder, and vendor relationships. Excellent interpersonal, negotiation and persuasion skills with the ability to use discretion and judgement in a complex business and political environment. Strong verbal and written communication skills to provide advice and consulting on a range of issues. Demonstrated strong organisational skills, with the ability to respond to changing priorities and manage competing deadlines, as well as high level of attention to detail and commitment to accuracy.
