The Programme Manager is part of the Executive Team, working with the Chief Executive Officer and supporting the Board in taking a leading role in the economic, social and cultural development for the Torres Strait and Northern Peninsula Region.This is a critical role with a broad remit and the opportunity to make tangible differences to Torres Strait Islander and Aboriginal people, both immediately and for future generations.As a Programme Manager you will have responsibility for leading your team to achieve the effective implementation of the Economic Development Programme. You will work collaboratively with other Programme Managers and the Chief Financial Officer to ensure integration between projects and Programmes across the Authority to deliver on the intended outcomes for the Torres Strait Development Plan.Programme Managers need to be flexible and respond to a rapidly changing context and may be expected to take leadership of new Programmes or be moved to different Programme teams at the direction of the CEO.Programme Outcomes for Economic Development: Increased capability of Torres Strait Islander and Aboriginal people in the region to manage commercially viable businesses. Improved access to capital and other opportunities to finance commercially viable businesses. Increased number of commercially viable businesses owned and/or operated by Torres Strait Islander and Aboriginal people in the region. Improved wealth of Torres Strait Islander and Aboriginal people in the region. The Economic Development Programme contributes to regional, community and individual economic improvement by taking the lead as the whole of region economic development solution broker. The benefits of the Economic Development Programme outcomes encompass social, economic and cultural dimensions.The key duties of the position include: Programme Delivery: • Lead programme development, including support across all Programmes.• Manage and monitor delivery of programme outcomes, including identifying opportunities to improve programme outcomes and make recommendations on programme changes.• Ensure that programme activities recognise and respect the unique Ailan Kastom of the Torres Strait. Resource and Risk Management: • Manage the programme budget and resources in order to achieve outcomes in the most cost effective manner. This includes coordinating with other Programme Managers to maximise organisational resources.• Manage programme issues and risks, escalating any risks of a strategic nature to the CEO. Relationships with Clients and Stakeholders: • Negotiate within the TSRA and across whole of government and/or single agencies, to develop solutions and resolve programme related issues as they arise.• Develop and maintain strong relationships with clients to facilitate open communication in the identification and resolution of programme related issues.• Represent the organisation at executive level and multi-agency / cross-government forums to report on progress of programmes, identify opportunities for integrated service delivery and promote the organisation's capabilities. Learning, People and Culture: • Foster a collaborative team environment that shares lessons learned to ensure a continuous improvement approach is taken to project management and service delivery.• Foster strong relationships within and across the organisation to facilitate delivery of projects and share learning in growing project delivery capacity.• Develop and support staff to achieve the vision and objectives of the TSRA and to realise their own potential.• Implement operational processes, reporting systems and internal policies to promote growth, productivity and efficiencies within the Agency. Governance: • Participate as part of the overarching Programme Steering Committee and other key leadership groups within the TSRA.• Identify, discuss and manage interdependencies across Programmes in a collaborative manner.• Determine the most appropriate model for project delivery including where necessary project advisory bodies which may include external stakeholders where appropriate. #J-18808-Ljbffr
