About Us The Queensland Fire Department (QFD) provides fire prevention, preparedness, and response services to fire in the built and landscape environments, as well as scientific and specialist capabilities to Queensland communities. The QFD provides a multi-hazard emergency response, including road crash rescue, bushfire, hazardous material, technical and vertical rescue, severe weather incidents, remote and swiftwater rescue, and provides a number of functions supporting community safety outcomes. The department encompasses Queensland Fire and Rescue (QFR), Rural Fire Service Queensland (RFSQ), as well as the broader department which work together to pre-empt, prevent, mitigate and manage the consequences of fires and other emergencies on Queensland communities and support our large volunteer membership across the state. The QFD is committed to reframing the department’s relationship with Aboriginal and Torres Strait Islander peoples, communities, and organisations through activities identified in the QFD Reframing the Relationship Plan, contributing to Closing the Gap outcomes and building our cultural capability. Purpose of Role The QFD Information and Technology Directorate supports the department’s operations and organisational capability by facilitating, developing, and managing technological solutions and initiatives. As part of delivering quality services, our vision is to make Information, Communication and Technology (ICT) simplified, smarter, connected, and user-friendly. Our teams are responsible for ICT investments, governance, portfolio, projects and assurance activities, including the implementation of transformation programs through IT planning and advice, and provisioning of reliable, secure and fit-for-purpose IT solutions that achieve optimal outcomes and enable operational front line and corporate services to deliver on their capabilities and organisational objectives. As the Program Manager (Enterprise), you will play a vital role in supporting key frontline services and contributing to the collective achievement of our strategic objectives. Your responsibilities will encompass a spectrum of activities and be pivotal in managing multiple complex IT Projects and initiatives, including but not limited to platforms such as Service NOW, SAP, and other key Enterprise and/or Frontline IT Platforms. You will leverage strong Agile and Human Centered design skills to drive effective collaboration across internal IT Directorate resources, relevant business stakeholders, and suppliers to ensure the successful delivery of projects and achieve required organisational outcomes. Key Requirements Highly Desirable Requirements Demonstrated Program Management experience in a large scale, complex ICT project environment, including planning, risk management, procurement, budgeting, and project closure. Proven ability to lead, manage, and mentor multiple multi-disciplinary program and project teams. Demonstrable experience with the Project / Program management of platforms such as Service NOW across various modules including ITSM, Core Services, Portfolio Management, and other Service Delivery components. Prince2 Agile certification or equivalent / Project Management Professional (PMP) equivalent. Experience of Microsoft Project, Jira, Microsoft365 or other project management software. Awareness and experience with Human Centered Design ways of working. Your Key Accountabilities Your part in the ongoing success of our department, in supporting key frontline services, will see you responsible for a variety of work, including, but not limited to: Lead the development and delivery of complex projects and initiatives that drive best practice processes, procedures, program scope, investment planning, and resource allocation in the delivery of IT solutions that support QFD’s operational and organisational objectives, including managing:financial aspects of multiple complex projects, ensuring budget integrity and fiscal responsibility; program schedules, timelines, and milestones to maintain alignment with strategic priorities; allocation and utilisation of both human and technical resources to meet program deliverables; essential program documentation, aligned with the QFD IT Directorate's framework and best practices; program activities to ensure compliance with internal governance and legislative requirements. Lead and manage the planning and review of program activities, pinpointing interdependencies, and marshalling resources to drive efficiencies and achieve desired outcomes within designated budgets, scopes, and timelines. Review project deliverables and identify, evaluate, and navigate risks, issues, conflicts, and change requests, maintaining precise and regular reporting to stakeholders, ITD management, project, and program boards concerning the current risk landscape. Provide independent strategic advice and develop communication strategies, change management plans, and benefit realisation frameworks to secure quality outcomes and foster effective stakeholder engagement within defined project timetables. Prepare and review complex briefs, submissions, presentations, and other correspondence relating to project activities, issues, status updates, and reporting in accordance with departmental requirements and governance. Develop and maintain professional relationships with key internal and external stakeholders, including technology vendors and service providers, and provide insights on specific program activities throughout the program lifecycle. Ensure best practice project management discipline is applied, adapting and refining these practices as needed to manage multiple projects and their progress, while engaging in continuous assessment to optimise program performance against strategic plans and budgets. Plan future program activity, including consultations with project sponsors concerning ICT infrastructure or software deployments to ensure a comprehensive approach and solution provision that aligns with customer needs and is sustainable for the lifecycle of the program.
