Job Description

Queensland Fire Department ASSET SERVICES Building and Property Services leads the department's property and facilities management functions, and is responsible for the governance, acquisition, lease management and accommodation planning, asset disposals including facilities management. The Asset Management team provides the strategic direction for the lifecycle management of QFD non-current assets ensuring that the department's workforce have access to fit-for-purpose and sustainable assets that enable and support the delivery of fire services to the Queensland community. Reporting to the Executive Manager, you will undertake asset-related activities within regional locations, providing local interaction, advice and support including policy advice, actioning matters related to asset performance and maintenance, and supporting the regional based Fire and Rescue and Rural Fire Services in the effective utilisation of the department's assets. You will contribute to the Asset Services Directorate's development of project management plans relative to local delivery of minor capital works and asset maintenance and repair, supporting and enhancing asset management plans, programs, policies and procedures from the perspective of local regional service delivery. About us The Queensland Fire Department (QFD) provides fire prevention, preparedness and response services to fire in the built and landscape environments, as well as scientific and specialist capabilities to Queensland communities. The QFD provides a multi-hazard emergency response, including road crash rescue, bushfire, hazardous material, technical and vertical rescue, severe weather incidents, remote and swiftwater rescue, and provides a number of functions supporting community safety outcomes. The department encompasses Queensland Fire and Rescue (QFR), Rural Fire Service Queensland (RFSQ), as well as the broader department which work together to pre-empt, prevent, mitigate and manage the consequences of fires and other emergencies on Queensland communities and support our large volunteer membership across the state. The QFD is an organisation that is focused on reframing the department's relationship with Aboriginal and Torres Strait Islander peoples, communities, and organisations through the Path to Treaty, Closing the Gap and building our cultural capability. Key requirements Highly desirable requirements Experience, knowledge and/or qualifications in commercial real estate including property investigations; third party customer relationships and negotiation, and conducting commercial property acquisitions (including leasing) and disposals. Experience in the development of asset maintenance schedules. SAP training and/or experience in financial or procurement systems. Minimum C Class Driver's Licence (non-restricted). Special requirements The incumbent may be required to travel and work within their area of responsibility and may also be required to undertake intrastate, interstate deployment or travel as required. Your key accountabilities Your part in the ongoing success of our department, in supporting frontline services will see you responsible for a variety of work, including, but not limited to: Manage the regional asset portfolio by reviewing, evaluating and monitoring on the performance including the procurement of and analysis of condition assessment reports of the Fire and Rescue and Rural Fire Services' allocated assets against key performance indicators. Coordinate and deliver planned and unplanned maintenance of the regional allocated assets with respect to stipulated asset (excluding fleet and equipment), maintenance plans and approved departmental asset management policy and procedures. Actively lead and facilitate the development of the regional minor works project management plans for delivery of commissioned projects, and provide local project delivery oversight in accordance with whole-of-government, and departmental requirements and governance. Review and evaluate tenders and contracts, and coordinate quality control, through meeting with stakeholders; reviewing feedback; and disseminating information to ensure best value and project deliverables are achieved. Develop and maintain strong internal and external stakeholder relationships as the regional asset management point of contact, to promote positive departmental outcomes and ensure service delivery objectives meet departmental objectives and needs. Prepare timely and well-researched advice, correspondence, presentations, briefings, reports and submissions to support reporting requirements and decision-making process, in accordance with departmental requirements. Contribute to the development of asset management plans, programs and systems, and policy and procedures, identify issues and provide continuous improvement initiatives and customer service support relating to the delivery of products and services. Interpret and apply government, legislative, and departmental policy and procedural requirements to ensure governance and compliance is maintained in delivering all asset management activities and advice.
