Job Description

ABOUT THE OPPORTUNITY We are looking for an experienced Project Manager to lead the planning, coordination, and execution of Territory Dispatch Engine (TDE) projects and leading cross-functional teams, drawing on project resources from departments and divisions. The role will also lead and implement project management practice improvement initiatives for Electricity and Market Reform, Systems Control, Operational Technology, and ICT team. The project management capability required to successfully deliver the TDE project would be a combination of a project management professional with substantial industry experience related specifically to dispatch engine development and deployment. Tasks and Responsibilities Plans, organizes, directs, controls, and coordinates integration, implementation, and improvement projects. The Project Manager is accountable for day-to-day operations such as change and stakeholder management, resourcing, scheduling, prioritization, and task coordination, and meeting project milestones, objectives, and deliverables within agreed timeframes and budgets within an acceptable level of risk. The Project Manager will maintain a granular focus on all project variables, maintain comprehensive project documentation, prepare effective concise reporting, and escalate issues affecting the critical path in a timely manner. The Project Manager will work closely with TDE solution vendors, Business Units system administrators, representatives of adjacent functions, and end-users to develop requirements, solutions, communications, test, deployment, and change management plans to ensure appropriate controls and governance are maintained whilst driving the project through to handover and project closeout. Work to improve communication, project reporting, and model integrity and respect in all interactions. Operate within the Power and Water Project Investment Delivery Framework, policies, and procedures and ensure effective transparency and accountability of all EMRT activity. Operate within the chain of command to coordinate activities required to meet the EMRT approved business plan. Work collaboratively to achieve common goals and best practices and facilitate business improvements as appropriate. Facilitate cultural and management reforms within the EMRT through leadership and engagement. Represent the EMRT's interest on committees and working groups as required. Carry out duties in accordance with Power and Water’s safety and environmental policy, safety principles, corporate values, and behaviors. SELECTION CRITERIA QUESTIONS Essential: Demonstrated capability as a Project Manager with over 10+ years of experience, preferably in utilities and/or Operational Technology (OT). Strong expertise in Agile, Scrum, and Waterfall methodologies, including experience in delivering projects using PRINCE2 methodology. Strong interpersonal skills with excellent written and verbal communication skills, with the ability to translate technical concepts into business terms and foster effective relationships with stakeholders at all levels. Strong analytical, critical-thinking, and organizational skills with the ability to translate complex requirements into succinct and meaningful design and scoping documents while ensuring timely, outcome-focused delivery. Extensive experience in OT solutions including enterprise systems through a standard development lifecycle. Proven ability to successfully deliver OT systems in complex environments with multiple vendors, service providers, stakeholders, strict timelines, and budget constraints. Extensive experience leading and managing business analysis activities on large-scale complex cyber/ICT/OT programs and projects. Experience mapping business requirements and processes to the functionality of a product or solution whilst identifying gaps and opportunities (As Is and To Be). Experience identifying and analyzing complex legislative and/or regulatory requirements applicable to cyber security and critical infrastructure. Experience working both independently and in a team-oriented, collaborative environment with the ability to accommodate changing and competing priorities and varying timelines. Extensive experience in contract management, including negotiating, managing, and overseeing agreements with multiple vendors to ensure compliance, cost efficiency, and successful project delivery. Desirable: Experience with multi-utility operations (electricity, gas, water). Bachelor’s or Master’s degree in Project Management, Engineering, IT, OT, or related field. Knowledge of regulatory frameworks and compliance in the utility sector. Background in dispatch systems and automation. Chartered membership of a relevant professional body (e.g. AIPM). Familiarity with dispatch engines, routing algorithms, and multi-utility infrastructure. Experience and knowledge of electricity markets. Knowledge and application of cyber security standards and frameworks applied within the energy sector and industrial control systems (AESCSF and IEC62443). Experience in government/government-owned organizations. PRINCE2 Foundation Certification. ITIL V3 Certification. Timeframes: The project manager resource is required for a period of 12 months commencing 14 April 2025.
