Our team The Southern Positioning Augmentation Network (SouthPAN) is a joint initiative of the Australian and New Zealand Governments that provides Satellite-Based Augmentation System (SBAS) services for Australia and New Zealand. Geoscience Australia as the Australian Government lead agency, is working in collaboration with Toitū Te Whenua Land Information New Zealand on the development, deployment, and operation of SouthPAN, the first SBAS in the Southern Hemisphere. SouthPAN is a Satellite-Based Augmentation System (SBAS) comprised of reference stations, telecommunications infrastructure, computing centres, signal generators, and satellites that provide improved positioning and navigation services in Australia, New Zealand, and its maritime region. The role The SouthPAN Financial Officer provides financial management advice and reporting for the SouthPAN Branch and the Chief of Space Division. The role encompasses compliance with accounting standards and finance law including the Public Governance, Performance and Accountability Act 2013, related legislation and guidance. The provision of quality advice and support will assist Geoscience Australia to successfully deliver SouthPAN, and meet obligations to government, industry and the community. The SouthPAN Financial Officer contributes to the long term priorities of the branch, as well as those of Corporate Services, including entity-wide improvements in business processes. The ability to respond dynamically to changing environments and business needs is required, including changes in priorities, resources, methodologies and government direction. A key priority of the role is to deliver business needs whilst ensuring compliance with Geoscience Australia’s financial and governance framework. The financial management information system used is TechnologyOne. In this role you will: Manage the SouthPAN budget which includes monitoring committed costs, estimating annual year and whole of life budgets for SouthPAN, tracking forecast and actual spend against available appropriation. Co-ordinate payment and creation of invoices with justification, while monitoring payment of invoices. Provide financial and administrative advice and support across SouthPAN which includes submitting budget reports for the different SouthPAN governance reporting. Co-ordinate and contribute towards budgeting, financial and human resource management through entity work planning processes. Co-ordinate and manage the end of month financial processes for SouthPAN including procurement, accruals, forecasting and variance reporting. Support the Chief Finance Officer, through accurate monthly financial reporting to various governance bodies. Undertake financial, administrative and contract management tasks which includes coordinating milestone payments. Work with other members of the Branch and Space Division and GA Finance to improve and standardise business processes. To be successful in the role you will: Have strong financial management skills, excellent communication skills and the ability to develop and maintain relationships with stakeholders. The ability to undertake all role tasks with accuracy and attention to detail, together with an ability to work autonomously, with limited direction. Demonstrated experience in managing and developing teams to deliver quality outcomes. Demonstrated experience in understanding and implementing AASB’s. Relevant degree in accounting or a related discipline and Chartered Accountant/Certified Practicing Accountant qualifications (or progress towards relevant qualifications) is highly desirable.
