Directorate Business, Growth and Community Classification K Salary $143,606 to $166,538 pa + 11.5% employer contribution to superannuation Reporting To Service Leader Engagement Employment Type Temporary Full Time - 3 Year Fixed Term The Position The Strategic Communications and Engagement Specialist is responsible for the development, coordination and execution of a comprehensive, strategic and integrated three-year program that aims to engage and communicate with AlburyCity’s community, customers and stakeholders in promoting the city’s growth, change, and progress. The Strategic Communications and Engagement Specialist will design and deliver innovative marketing, communications and engagement approaches that enhance our communications and promote Albury's economic, social, and urban development whilst ensuring increased awareness and interactions with Council across multiple information channels. A key outcome of this role will be to achieve measurable increases in community awareness and satisfaction through multi-modal marketing, communications and engagement strategies that are successful in reaching diverse demographic groups. This role requires significant experience in an infrastructure or regulatory environment using integrated, multi-channel communications and marketing approaches to reach all segments of the community effectively. Responsibilities KEY RESPONSIBILITIES: Develop and implement a three-year engagement, communications and marketing strategy that is focused on promoting city growth, change, and progress and increasing community awareness and understanding. Ensure the strategy aligns with Council’s long-term vision and targets a measurable increase in the reach and engagement of Albury City’s communication channels. Work closely with the Team Leader Communications & Engagement to ensure visibility, coordination and collaboration when required on future planning and communications for consistent and cohesive messaging. Provide strategic communications advice and support for key business initiatives, ensuring alignment with corporate goals. Design marketing initiatives that focus on raising awareness of key city projects and infrastructure developments with specific goals around increasing the visibility and accessibility of Council information. In collaboration with internal stakeholders, plan, create and distribute engaging content that showcases Albury’s growth and progress, using multiple platforms to reach a broad and diverse audience. Develop and lead strategic communications, to design, plan, map and sequence communications and engagement for key infrastructure and planning projects and initiatives. Set measurable goals for increasing the reach of Council information, including specific KPIs for website traffic, social media engagement, and satisfaction surveys. Manage the execution of marketing campaigns from concept to launch, ensuring timely and coordinated delivery across all platforms and all segments of the Albury community. Continuously evaluate and refine content and campaigns based on data insights, audience feedback, and performance metrics to track progress toward these goals. Provide recommendations for strategic adjustments to improve audience reach and overall campaign effectiveness. Perform other tasks or duties as directed by the Supervisor which are within the limits of the employee’s skill, competence and training. Observe requirements of the WHS Legislation, relevant to the job and adhere to AlburyCity Policies and Procedures regarding WHS. Qualifications KEY RELATIONSHIPS: Internal Our People Our Councillors External Community, customers and partners Relevant local Stakeholders Relevant State and Federal Government Stakeholders Employment Conditions Based on up to 35-hour week, with actual days and times being between Monday to Friday, 8.30am to 5pm or as otherwise agreed with your supervisor, with an RDO in accordance with AlburyCity's RDO guidelines. This position may involve work outside normal working hours. Additional hours over the standard 35 hours will attract a time in lieu arrangement or payment of overtime rates as agreed in advance with your supervisor. This position does not require you to wear a compulsory uniform, however you must follow the dress code requirements within the AlburyCity’s Our People Dress Code Standards. Our People are required to present a smart and professional image to the public at all times including when in public and when working remotely. This position involves working in a predominantly indoor environment and using a computer is considered a core component of the role, however there may be visits to other work or other off-site locations for consultation or engagement purposes. The position requires an average level of aerobic and physical fitness to undertake occasional physical activities, including manual handling tasks as part of a normal working environment. A medical declaration will be required to be completed prior to commencement. This position is delegated with certain powers, authorities, duties and functions of Council under the AlburyCity Delegations of Authority in accordance with section 378 of the Local Government Act. This position is subject to alcohol and other drug testing. The position is located at AlburyCity Administration Building, 553 Kiewa Street, Albury with visits to external sites/depots as required. Essential Criteria Tertiary (degree) qualifications in Marketing and Communications, Public Relations, or a related discipline or equivalent relevant experience. Extensive and relevant experience in developing and implementing marketing campaigns. Marketing and communication experience in a regulatory, planning and infrastructure environment. Desirable Criteria Experience in issue and crisis management. Experience in end-to-end development and/or implementation of an organisation's marketing strategy and demonstrated positive impact. Ability to manage and deliver within a complex, political, contentious, and collaborative environment. Experience Demonstrated ability to utilise a mix of traditional and digital channels (e.g. print, radio, social media, email, video, community events) to ensure inclusive community engagement. Extensive Experience in developing strong strategic relationships with media organisations. Extensive Experience in analysis and evaluation of marketing campaigns to improve communication reach and results. Specialist Knowledge And Skills Ability to manage and deliver within a complex, political/regulated and highly collaborative environment. Exceptional written and verbal skills with experience in preparing Council and Executive Level papers and reports. Excellent stakeholder management, strategic and analytical skills.
