The Counter Terrorism and Special Investigations (CTSI) Command supports the AFP as a key member of the Australian law enforcement and national security community by leading policing efforts to keep Australians and Australian interests safe. The Counter Terrorism Command impacts and prevents terrorist activity domestically and internationally, through national and international cooperation, coordination and collaborative working arrangements between governments, private industry, members of the community and international partners. This is conducted through: The detection and disruption of terrorist acts Identification, monitoring and management of individuals, including high risk offenders Joint investigations through co-location with state and territory police and federal agencies Investigation of terrorism financing Contribution to legislative reform and frameworks Contribution to activities to deliver a nationally consistent approach to counter violent extremism The enhancement of global capabilities to disrupt terrorist activities by engagement with foreign law enforcement agencies through capacity-building, intelligence sharing and the collection investigation analysis and utilisation of evidence The Special Investigations Command undertakes complex and protracted investigations into offending that causes significant harm to Australia’s national interests, including: Espionage and foreign interference War crimes and crimes against humanity Secrecy investigations Electoral integrity Harming Australians offshore The suitable applicant will bring to the role: Leadership experience, including the ability to support, guide, mentor and develop team members, manage risk and work effectively under pressure in an evolving environment to deliver high quality advice and outcomes. A proactive and pragmatic approach, coupled with the capacity to think strategically, identify opportunities and prioritise effort. Excellent stakeholder relationship management, including the ability to build strong working relationships with business areas and key stakeholders at a senior level. Ability to operate effectively in a fast-paced environment. Clear and effective communication, and high-level writing, editing and presentation skills to engage effectively at all levels and cross agency. Astute judgement and strong focus on results and the ability to solve complex issues and build capability. Strong time management, organisational, interpersonal and planning skills coupled with self-drive and initiative. What will you do? Team Leader – Counter Terrorism Strategy and Coordination (CTSC) Team AFP Team Leaders play a pivotal role in developing people, managing change and influencing behaviours that lead to a supportive culture that respects the perspectives, talents and value of each individual. Consistent with the AFP values, AFP leadership philosophy, organisational reform agendas, AFP corporate business plans and your Performance Development Agreement, the expectation is that you will deliver on the core responsibilities and meet any requirements of the position. In accordance with the Band 7 Work level standards, as the Team Leader of the Counter Terrorism Strategy Coordination Team (Band 7 - EL1 equivalent), you will lead the CTSC team in a dynamic, fast-paced and multifaceted environment to support the work of the Coordinator CTSC and CTSI Command team to: Provide support to multijurisdictional joint operations via Joint Counter Terrorism Teams (JCTT) that includes the compilation and distribution of Fortnightly Situation Reports and the coordination of the provision of advice on CT related operations / investigations. Coordinate and deliver high-level written and verbal briefs to Senior Executives including ministerial submissions, senate estimates briefs, media responses, strategic policy requests, legislative reform requirements and others as required. Lead and coordinate the CTSC team with the provision of CT statistics in response to requests for information. Lead the CTSC team in building and maintaining effective engagement and partnerships with AFP Executive, support teams, including the Department of Home Affairs (DHA), the Counter Terrorism Coordination Centre (CTCC), the Attorney-General’s Department (AGD), the Australian Security Intelligence Organisation (ASIO), the Department of Foreign Affairs and Trade (DFAT) and other State, Territory and Commonwealth partners. Monitor and inform CT related strategy by supporting the CTSC Coordinator with strategic planning, management, performance measurement and reporting and continuous improvement through the analysis of Command level data and statistics. Develop plans and ensure all resources are effectively directed at achieving business area outputs including the management of people, budget and business area assets. You must be an Australian Citizen at the time of application. A Negative Vetting 2 security clearance or the ability to obtain one. Demonstrated leadership experience that role-models leadership behaviours, demonstrates the AFP Core Values and positively contribute to a respectful and inclusive culture in the AFP. The ability to guide, mentor and develop team members and a strong commitment to excellence and innovation and have a strong record of achievement in leading people and managing resources. The ability to build and maintain relationships with internal and external stakeholders including with clients and organisational peers. Additional Information This position is an AFP Band level 7 This position has been advertised in multiple locations; however, the role is based in the AFP National Headquarters in Canberra at the Edmund Barton Building.
