Job Description

The Investment and Technology Group includes responsibility for development and negotiation of commercial contracts and services within the department, as well as management of road concessions, to drive high performance and improved commercial outcomes for the State. The Department of Transport and Planning established a project team, MR5, which is comprehensively reviewing the State's franchise framework. The team will provide options and construct future agreements for implementation following the expiry of the current MR4 franchise agreement. The project team will support the Department of Transport and Planning's regular due diligence and review of existing and future proposed arrangements, ensuring that our contracts are providing the best value for money and enhanced services for the Victorian community. About the Role *This is a Fixed Term Position until November 2027* Reporting to the Deputy Project Director, this role will play a key, autonomous role in the delivery of the transaction workstream, specifically leading due diligence tasks, to meet project objectives and as a key contact to the MR5 Train franchisee for the purpose of franchisee tender support. Working closely with the Deputy Project Director and broader project stakeholders, and drawing on the expertise of specialist advisory consultancies, the Transaction and Due Diligence Manager is fundamental to the transaction workstream and will be responsible for designing and managing the due diligence schedule and reporting on progress against objectives, budget and timelines, and using frameworks to identify, resolve, manage, and/or escalate key legal, commercial, and technical issues. The role will support the Deputy Project Director in managing third party due diligence work and meeting project governance requirements, including through development of key briefing materials. It will also establish and manage the electronic data room for the MR5 Train transaction while ensuring the success and defendability of the MR5 Train transaction. High Quality Documentation - Has ensured that key briefs and project documentation have been developed in accordance with DTP guidelines and practices. That all briefs and documentation have been peer reviewed in a timely manner to ensure standards consistent with Investment and Technology projects. Briefs and project documentation have been prepared for and approved by the Project Director. Project Delivery - Has supported the successful delivery of the project through effective project management including scheduling, reporting and budgeting. Digital and Technological Literacy - Integrated improved capabilities into service delivery processes. Assumed the role of project manager for delivery of Due Diligence products and Electronic Data Room with a balanced focus between technology and strategy. Authoritative Advice - High quality, authoritative strategic and operational advice provided to Deputy Project Director and Project Director to support delivery of due diligence task and respond to emerging and/or highly complex issues. Qualifications and Experience At least 2 years of professional experience in a commercial transaction setting. A relevant tertiary qualification in commerce, finance, economics, business management or related commercial discipline is highly regarded.
