To deliver our mission in the face of advancing technology and new threats, it is not enough to be reactive; we must be professional, disciplined, and collaborative.Branch Overview Marine Deployments and Support Branch (MDSB) deploys sea-going marine Border Force Officers to Australian Border Force Cutters (ABFC), other associated assets assigned for ABF operations and Australian Defence Vessel (ADV) Ocean Protector (OP) where they undertake a range of border enforcement activities throughout the Australian Exclusive Economic Zone (AEEZ). This includes offshore maritime patrols and response, surveillance and deterrence activities that support civil maritime security operations and respond to identified Maritime Security Threats (MSTs) including:Illegal Maritime Arrivals (IMAs) Maritime Terrorism Piracy, Robbery and Violence at Sea Prohibited Imports and Exports Exploitation of Natural Resources Illegal activity in Protected Areas Marine Pollution Compromise to Bio-security. ABFC crew perform varied duties, which include boarding operations, bridge and engine room watch keeping, deck and engine room tasks and maintenance, meal preparation, and vessel cleaning tasks. Officers maintain a capability to allow for re-deployment within the fleet or general duties within ABF.Position Summary The Chief Engineer (CENG), deployed aboard a Cape Class vessel is a key member of the on-board crew, overseeing the entire Marine engineering department on the vessel and responsible for the maintenance and operation of all engineering equipment on-board.In a ship emergency, the CENG will assume complete control of all internal ship engineering response actions. The CENG works closely with the Commanding Officer (CO) and will ensure that the physical aspects of the vessel are completely under control.Our Ideal candidate MDSB are seeking applications from professionals who can respond positively to a challenging and high-pressure environment. The key duties of the position include Perform as a member of the Command Team Be responsible for and take the lead in all engineering and technical matters on-board the vessel including hull, mechanical and electrical/electronic systems and equipment Manage the correct, safe, efficient operation and maintenance of the vessel's machinery and systems Provide daily advice to the Commanding Officer (CO) about the current and projected availability and capabilities of the ship using the Daily Performance Measurement Form Fulfil the role of Damage Control Officer taking charge in prosecution of damage control activities, making recommendations to the CO on courses of action, reporting to the CO as to the status of the ship and taking overall control of all damage control parties and personnel Ensure Engineering "On Call" arrangements are undertaken appropriately in consultation with the CO Supervise the Deputy Engineer Officer (DENG) and other Departmental officers and manage their performance, career training and professional development in accordance with ABF policies Implement and manage Chapter 10 of Safety Management System (SMS) (Marine) Volume 1 Manage and conduct on board maintenance and administration of engineering technical matters Manage and operate the Computerised Maintenance Management System (CMMS) for scheduling and recording planned and corrective maintenance; monitor its effectiveness for the vessel and, if necessary, propose amendments for its use Manage and conduct breakdown/damage repairs based on risk management principles and monitor overall effectiveness Manage and conduct daily operations and routine maintenance activities on all shipboard machinery and systems above and below all decks Manage the preparations for, and oversee the performance of non-routine maintenance or major repairs by contractors on-board the vessel. Ensuring systems are made safe during maintenance on ship for the Communications Officer (COMMS) and shore based contractor Act as the ABF representative during the vessel's annual Depot Level Maintenance (DLM) Period Oversee the management of the vessel's technical administration, including, the Ships Oil Analysis Programme (SOAP), Technical Directives (TD) and Technical Acquaints (TA) Manage the production of the vessel's deck and engineering maintenance plan and oversee the management of the engineering maintenance plan Manage the embarkation, integrity, usage, transfer and discharge of all fluids (fuel, lubricants, fresh water, grey and black water and sewage) Advise other crew members on how to correctly operate, maintain and document the use of the hull, machinery, fluid and electrical/electronic systems and equipment Interpret and apply Work Health and Safety (WHS) and other relevant maritime industry legislation as the provisions apply to the vessel Apply relevant legislation, policy and guidelines which include the Safety Management System (SMS) to the maintenance of relevant associated records and certification for survey Oversee the management of the on-board spares system Provide a trouble-shooting and support service to the CO, developing and providing solutions to all technical problems Provide technical advice to the CO during emergencies and drills and measures to prevent pollution at sea Work closely with other officers (both at sea and ashore) to assist the development of new Procedural Instructions (P&I's) and Work Instructions (WIs) to be used throughout the Fleet Actively participate in Marine Operational Compliance (MOC) assessments undertaken by MOC officers and where directed implement recommendations to remedy identified deficiencies Contribute as required, to the overall operational and domestic crew functions on-board the vessel Build and maintain productive working relationships with shore side support staff Utilise developed interpersonal skills to facilitate and promote effective interactions with clients, colleagues and stakeholders Personal adherence to the APS Values, Integrity and Professional Standards, the APS Code of Conduct and Work Instructions. Mandatory Qualifications - Must hold: Engineer Class 3 near Coastal Certificate of Competency as (Marine Order 505) plus 18 months Sea Service as DENG on a Cape Class or equivalent). Mandatory Role Requirements Must be able to obtain and maintain the following:Certificate of Safety Training (COST) STCW which include the following components:Elementary First Aid (STCW Reg VI/1 and Code Section A-VI/1, Table A-VI/1-3); Fire Prevention and Fire Fighting (STCW Reg VI/1 and Code Section A-VI/1, Table A-VI/1-2); Personal Safety and Social Responsibilities (STCW Reg VI/1 and Code Section A-VI/1, Table AVI/1-4); Personal Survival Techniques (STCW Reg VI/1 and Code Section A-VI/1, Table A-VI/1-1); Security Awareness Training (STCW Reg VI/6 and Code Section A-VI/6, Table A-VI/6-1) and Proficiency in survival craft and rescue boats other than fast rescue boats (STCW Reg VI/2 and Code Section A-VI/2, Table AV1-4) Advanced Fire Fighting (STCW Code Section A-VI/3 paragraphs 1-4, Table A-VI/3) AMSA Certificate of Medical Fitness for sea duty in accordance with Marine Orders Part 76 (Health Medical Fitness) and adhering to the guidelines for Medical Inspectors of Seamen as set out by AMSA Ability to undertake and successfully complete (without restriction) the ABF Operational Readiness Assessment (ORA); which includes the Basic Fitness Assessment (BFA) + swim assessment as well as pass a non UoF psychometric assessment Successful completion within a reasonable timeframe (approx. two patrols) of the CENG task books and CENG endorsement AND Technical Authority (TA) and undertake vessel specific training and endorsement as required Damage Control Training, Breathing Apparatus Training and vessel specific equipment training Completed type specific training for the propulsion machinery Ability to gain and maintain a Restricted Electrical license Obtain and maintain a security clearance of Baseline level and an Employment Suitability Clearance (ESC) Ability to obtain an Official Passport Successfully complete pre-deployment requirements Swear an oath or make an affirmation Be uniformed Ability to interpret and apply relevant Departmental policies, standard operating procedures and instructions Knowledge and implementation of Critical Incident management procedure It is a mandatory condition of your employment that you are fully vaccinated having received a primary course of the Covid-19 vaccine. Other Information These positions are seagoing positions and as such living space is limited with shared cabins and communal ablutions for crew. There may be limited internet access and phone connectivity for extended periods of time. The ABF Cutters operate in remote areas and there is limited opportunity to be transferred ashore during deployment.This is a designated ABF position. You will be a sworn officer subject to the ABF Postings Program Policy and the Uniform and Appearance Standards Procedural Instruction.
