Job Description

The Finance section is responsible for ensuring that the Independent Health and Aged Care Pricing Authority (IHACPA's) financial compliance framework meets the financial related obligations under the Commonwealth's legislative and policy environment.Its core responsibilities include the management of financial operations including budget submissions and forecasting, preparation of monthly and annual financial statements and the provision of financial and procurement advice including management reporting.The CFO also manages audit activity with our internal auditors and the Australian National Audit Office and has key working relationships with IHACPA's Audit, Risk and Compliance Committee, the Department of Health and Aged Care's Finance and Shared Services teams and the Department of Finance.We are seeking a suitable candidate to fill the Procurement Manager position within our finance team to lead the procurement function, overseeing and supporting procurement planning, processes, procedures, systems, and compliance.The key duties of the position include: This position reports to the Chief Financial Officer and includes, but is not limited to: Developing and managing the procurement management framework. Providing advice/training to IHACPA staff on all aspects of the procurement process. Managing procurement activities such as contract and supplier management, tendering processes, and evaluations. Reporting on procurement activities as required by IHACPA and relevant legislative requirements. Working closely with Procurement Advice Services in the Department of Health and Aged Care as required. Providing finance support for processing receipts, journals, and other ad-hoc finance functions as required. Assisting finance section members with duties during high workloads including the preparation of notes for the financial statements and annual report, procurement tasks, and analysis of payroll entries.
