The ICT Finance Manager will play a pivotal role in enabling a connected and improved digital health experience for all by ensuring the efficient allocation, management, and optimisation of financial resources across technology initiatives and operational processes. By providing strategic financial planning, robust budget governance, and data-driven insights, this role will support informed decision-making that maximises value for both the organisation and our customers. Key Accountabilities & Outcomes The ICT Finance Manager will oversee the financial planning, budgeting, and governance of technology initiatives and operations, providing targeted insights and analysis to support strategic decision-making within the Technology function. Working closely with the Finance Business Partner, this role focuses on governing and optimising technology spend, managing financial risks, and ensuring strong financial stewardship across technology delivery and operations. Its key accountabilities include: ICT Financial Planning and Budget Management Develop, manage, and oversee the ICT budget, focusing on the financial health of technology initiatives and operations, ensuring alignment with strategic priorities. Provide robust financial forecasting, analysis, and reporting specific to Technology operations, complementing the broader financial insights provided by the Finance Business Partner. Technology Investment Management Working with the Product & Technology Strategy & Investment Manager and EPMO, support the evaluation and financial modelling of technology investments, ensuring robust business cases and clear return on investment. Work closely with technology leaders to monitor the financial performance of key initiatives including delivery of intended benefits. Vendor (MSP) Cost Management and Accounting Discipline Oversee the financial management of vendor costs, including reviewing and validating invoices from the Managed Service Provider (MSP) to ensure accuracy and alignment with contracted terms. Enable categorisation of expenses appropriately for accounting treatment, distinguishing between capital expenditure (capex) and operational expenditure (opex) in compliance with financial policies and reporting standards, noting this applies to both vendor and internal staff costs. Cloud Cost Management Oversee the tracking, analysis, and optimisation of cloud expenditure, ensuring alignment with budgetary constraints and maximising business value. Collaborate with the cloud platform teams to provide financial insights that support cost-effective cloud resource utilisation. Establish and enforce cloud financial governance frameworks, including budgeting, forecasting, and cost allocation models for cloud services. Identify cost optimisation opportunities, such as rightsizing resources, leveraging reserved instances, and eliminating underutilised assets. Partner with vendors and procurement teams to negotiate cloud service agreements that maximise value and reduce financial risk. Financial Governance and Risk Management Implement and maintain financial controls specific to Technology, ensuring compliance with internal policies, audit requirements, and regulatory standards. Support identification and management of financial risks related to technology initiatives and operations. Cost Optimisation and Technology Spend Analysis Lead cost optimisation initiatives within ICT, including analysis of technology spend, contract efficiency, and vendor financial performance (working with ICT Procurement and Asset Manager). Provide targeted insights into ICT cost drivers, complementing the Finance Business Partner’s broader focus on organisational financial performance. Financial Reporting and Insights Deliver specialised financial reports and dashboards for technology stakeholders, focusing on Tech-specific KPIs, budget variances, and investment performance. Provide specialised financial insights to Technology leadership to support data-driven decision-making. Stakeholder Engagement and Collaboration Collaborate closely with ICT leaders, project managers, and procurement teams to align financial strategies with technology goals. Partner effectively with the Finance Business Partner to ensure consistency in financial management practices, while maintaining a distinct focus on Technology-specific financial needs. Continuous Improvement in ICT Financial Practices Drive continuous improvement initiatives in ICT financial processes, tools, and systems to enhance efficiency, accuracy, and agility. Identify opportunities to leverage financial data and technology to support innovation within Technology. About you: 7–10 years of experience in financial management, with a focus on ICT or technology environments. Proven track record in ICT budgeting, financial planning and analysis, and cost optimisation. Experience in financial governance, risk management, and compliance within a technology context. Strong background in supporting technology investments, including business case development and ROI analysis. Demonstrated ability to collaborate with technology leaders, delivery managers, and cross-functional stakeholders. Experience in managing vendor financial performance, contract negotiations, and cost efficiency initiatives. Familiarity with financial reporting tools, data analysis, and performance monitoring in a technology setting. Healthcare industry knowledge and experience is highly regarded. Has the resilience and energy with the drive to create impactful results with minimal supervision. Confident communication with stakeholders, both internal and external, at all levels of the business. Bachelor’s degree in finance, Accounting, Business, or a related field. Professional accounting qualification such as CPA (Certified Practising Accountant) or CA (Chartered Accountant). Additional certifications in ICT financial management, ITIL, or FinOps would be advantageous. Strong understanding of accounting standards related to Capex and Opex, particularly in technology environments.
