Business Enabling Services Group / Shared Services Division / Policy and Governance Branch ABOUT THE BRANCH The Policy and Governance Branch within the Shared Services Division provides policy advice for the whole of government APS ERP approach and shared services policy and manages the financial, performance, and assurance functions of the Service Delivery Office (SDO). Our branch is responsible for financial management, performance reporting, internal audit controls, and assurance for the SDO and the Division more broadly.The Smaller Entity ERP Uplift Support Project Management Office (PMO) has been established to support the Government’s new approach for the APS to access competitive Enterprise Resource Planning (ERP) solutions – specifically, supporting smaller entities (around 800 ASL or less) in selecting and implementing the ERP uplift that best meets their needs and budgets.ABOUT THE OPPORTUNITY As a key member of the Project Management Office (PMO), the ICT Procurement and Contract Manager leads the planning, execution, and governance of ICT procurement and contract management activities to enable the successful delivery of critical projects. This role ensures procurement processes are aligned with the PMO’s project objectives, deliver value for money, and comply with relevant frameworks and legislative requirements.The position involves extensive collaboration with project managers, technical teams, and vendors, as well as providing strategic advice and leadership to ensure ICT procurement supports the organisation’s broader goals.Key responsibilities include but are not limited to: Lead the planning and execution of ICT procurement strategies for PMO-led projects, ensuring alignment with project objectives and timelines. Oversee the end-to-end ICT procurement lifecycle within the PMO, including tender development, evaluation, contract negotiation, and execution. Develop and negotiate complex ICT contracts, such as SaaS, cloud computing, and managed services agreements, ensuring terms align with project needs. Collaborate with project managers, technical teams, and stakeholders to ensure ICT procurement and contract deliverables support project delivery. Provide expert advice on ICT procurement, market trends, and vendor capabilities to inform PMO decision-making and strategy. Monitor and manage risks related to ICT procurement and contract management, ensuring compliance with the Commonwealth Procurement Rules and organisational frameworks. Build and maintain productive relationships with ICT vendors, facilitating effective contract performance management and long-term partnerships. Develop and refine ICT procurement policies, processes, and tools to enhance the PMO’s capability and efficiency. Drive team capability uplift in ICT procurement and contract management through mentoring, training, and knowledge sharing. Report on ICT procurement performance within the PMO, identifying opportunities for continuous improvement and innovation.
