In this newly created project role, the Legislative Council Election Project Manager will plan, implement, lead, and coordinate all aspects of the project management and operational delivery of the Legislative Council election, conducted as part of the 2026 State election event. In this role you will undertake complex project management, manage significant procurement and contract management activities, as well as liaise and engage with high-level stakeholder groups including party representatives, Members of Parliament, candidates, media, and service providers. This role will also be appointed as the Returning Officer for the Legislative Council and be responsible for discharging the statutory responsibilities and obligations of that Office. Reporting to the Electoral Commissioner, key responsibilities across the employment period include: Formulating, planning, and leading the design and delivery of the 2026 Legislative Council election, including identifying key projects/activities, project planning, budget requirements, timelines, and interdependencies. Using discipline knowledge and expertise to develop and implement procedures, processes, manuals, work instructions and training to ensure appropriate application of, and compliance with legislative requirements. Liaising and maintaining contact with a wide range of high-level stakeholders regarding operational delivery activities including candidate briefings, nominations processes, ballot paper printing and scanning, logistics, and scrutiny and count and election arrangements. Leading and managing the scrutiny and count and results processes for the Legislative Council election. Providing appropriate guidance, and effective supervision of staff who may be allocated to assist with operational project delivery. Applications are encouraged from individuals with significant experience in interpreting and applying complex legislation, regulations, and rules. Experience in managing complex procurement and contract management activities, as well as coordinating, training, and supervising staff to achieve successful outcomes, is essential for this role. Special Conditions This role is offered on a temporary term basis up to 26 June 2026. In order not to compromise the strict neutrality of the Commission, no person who is active in political affairs or intends to carry on this activity may be an employee. Employment is dependent upon a criminal history check that the Commission finds satisfactory. Extensive out of normal working hours duty may be required during election events.
