About The Role The Scoping and Development Officer is a position that sits within Regional Transport and plays a supporting role to the Manager Scoping and Development. The Scoping and Development Officer is involved in undertaking project development for road safety, asset renewal and network improvement transport infrastructure projects. As part of the project development, identify and manage risks, compliance with relevant standards and determine the project scope and total estimated investment used to obtain funding from Government investment programs. The Scoping and Development Officer is also involved in undertaking pre-construction planning in readiness for tendering and construction of the project (post funding). The project development and preconstruction planning is undertaken in accordance with the Departments Investment Lifecycle Framework. Position Outcomes / Accountabilities Design Compliance – The Scoping & Development Officer has contributed to the timely review of designs to ensure compliance with relevant standards. Network Development – Effectively monitored development on the network to ensure it is completed in accordance with designs and expectations. Risk Management – Risks related to developments on the arterial network have been identified and the incumbent has contributed to risk management. Site Surveillance – The incumbent has participated in high quality site surveillance and safety. Effective Stakeholder Management – Stakeholders have been actively engaged with and the incumbent is approachable and well respected. Promote and support safe, inclusive and flexible team operations. Key Selection Criteria The Department of Transport and Planning is seeking a skilled Scoping and Development Officer to join their team. In this role, you will apply critical thinking and problem-solving skills to resolve issues, using policy and process guidelines and seeking guidance when required. You will execute tasks based on defined plans, prioritising according to urgency and impact, while maintaining accurate project records with approved management tools. Your interpersonal skills will be key in understanding stakeholders’ perspectives, tailoring communication to different audiences, and ensuring effective service delivery. You will also focus on understanding customer needs, identifying opportunities for service improvements, and delivering high-quality outcomes for clients. This role requires a proactive, customer-focused approach and a commitment to achieving results. Qualifications And Experience Desirable Experience in transport or construction Degree qualified in Civil Engineering Role Specific Requirements Driver Licence Shift work, evening or weekend work including occasional overnight travel may be required.
